STOCKPILING OF NUCLEAR WEAPONS IN NATO COUNTRIES
WE HAVE BEEN TRYING TO GET SOME LINE ON FRENCH THINKING ON THIS POINT
BUT IN THE ABSENCE OF A HEAD OF THE NATO DIVISION &lt;DE R02 HAS JUST
BEEN NAMED AS BEAUMARCHAIS* SUCCESSOR BUT HAS GONE TO THE USA)AND
BECAUSE OF OTHER MORE PRESSING PREOCCUPATIONS AT HIGHER LEVELS IN
THE QUAI WE HAVE BEEN UNABLE TO GET MUCH IDEA ABOUT WHAT IF ANYTHING
THE FRENCH HAVE THOUGHT OUT ON THIS QUESTION.
2.WE HAD RAISED IT WITH ROUX ON FRI AND HE SAID THAT AS THE COUNCIL
MEETING WAS A MONTH AWAY THERE WAS STILL TIME TO THINK THE MATTER OUT,
THEY HAD ALREADY HAD PRELIMINARY CONVERSATIONS WITH ONE OR TWO NATO
COUNTRIES AND FRANCE SHARED THE GENERAL XELIEF THAT ANY ANNOUNCEMENT
ABOUT THE STOCKPILING OF NUCLEAR WEAPONS IN NATO COUNTRIES SHOULD BE
BALANCED BY A MEANINGFUL DECLARATION ONIDISARMAMENT AND THE PEACEFUL
SOLUTION OF INTERNATIONAL PROBLEMS.HE THOUGHT THAT IT MIGHT BE POSSIBLE TO TURN THE USSR'S ATTITUDE IN NY ON DISARMAMENT TO OUR PROPAGANDA ADVANTAGE.
3*WE LET HIM SEE THE MSGS FROM BONN BRUSSELS AND HAGUE IN WHICH HE
EXPRESSED INTEREST AND AGREEMENT.WE QUERIED HOWEVER WHETHER THE
FRENCH POSITION WAS NOT DIFFERENT IN SOME DETAIL SINCE THEIR DELEGATION HAD RAISED THE POSSIBILITY OF STOCKPILING NUCLEAR WARHEADS
DURING THE BONN MEETING LAST SPRING AND SINCE THE FRENCH PARLIAMENT
HAD ALWAYS SHOWN ITSELF KEENLY INTERESTED IN PRESERVING FRENCH FREEDOM TO TAKE AN INDEPENDENT DECISION ON THE MANUFACTURE OF NUCLEAR
WEAPONS.HE ADMITTED THAT THESE TWO FACTORS WOULD INFLUENCE FRENCH
POSITION BUT WENT ON TO INSIST THAT IN ANY EVENT THEY WOULD BE AWARE
OF NEEDS OF INTERNATIONAL PROPAGANDA.
4.INTERNAL REACTION HERE WOULD BE DIFFERENT FROM THAT WHICH A DECISION
TO STOCKPILE ATOMIC WEAPONS MIGHT PROVOKE ELSEWHERE,COMMUNISTS AND
OTHER LEFTWING GROUPS WOULD MAKE FULL USE OF ANY PROPAGANDA OPPORTUNITIES OFFERED,BUT IT SEEMS REASONABLE TO ASSUME THAT GENERAL
