L. B. Pearson (Algoma East): I should like to ask the Secretary of State for External Affairs whether he has any comments on a report which has been received that the Secretary of State of the United States told his weekly press conference that nuclear weapons were now being stockpiled in NATO countries? Hon. Sidney E. Smith (Secretary of State for External Affairs): Mr. Speaker, in view of the fact that this question relates to two departments, the Department of National Defence and the Department of External Affairs may I suggest that the Prime Minister be permitted to answer the question. Right Hon. J. G. Diefenbaker (Prime Minister): Mr. Speaker, according to a press report this morning Mr. Dulles allegedly made a number of statements. I think I have to refer to those statements in order to answer my hon. friend. The first statement purported to have been made by him is that the United States has nuclear warheads in Canada along with missile bases to back up the early warning radar system. Mr. Dulles went on to say that the United States was studying the possible formation of several stockpiles of atomic weapons in E u r o p e ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ ^ When these statements were brought to my attention I could only conclude that Mr. Dulles had been fnisquoted or misinterpreted. It is interesting to note that a press dispatch has just come in in which Mr. Dulles' statement about warheads being stationed iu Canada is somewhat reduced or obliterated. The further statement is made that the opinion was apparently based on information that he received from the Pentagon. Apparently we shall have to wait until we And what Mr. Dulles said before any comment can be made on the question. But in order to make it perfectly clear, I might say that the earlier portion of that statement as to nuclear warheads being stored in Canada has no other basis than the newspaper report. Mr. Alisiair Stewart (Winnipeg North): Mr. Speaker, might I ask a supplementary question of the Prime Minister. Is there any agreement at all between Canada and the United States for the stockpiling of atomic weapons on Canadian soil? Mr. Diefenbaker: Mr. Speaker, the answer is no. Mr. Stewart (Winnipeg North): Mr. Speaker, may I direct a question to the Minister of National Defence. Does he know of any arrangement, understanding or agreement between Canada and the United States providing for the stockpiling of atomic weapons on Canadian soil?
