MEETING OF HEADS OF GOVT IN DEC.FOR THE SAME REASON A PRONOUNCEMENT
AT THAT MEETING CONCERNING ARRANGEMENTS FOR- STOCKPILING NUCLEAR
WEAPONS IN NATO COUNTRIES WOULD PROBABLY BE RECEIVED MORE CALMLY
HERE THAN IN MOST WESTEUROPEAN COUNTRIES.NEVERTHELESS,IT IS OUR -]F
ESTIMATE THAT PUBLIC OPINION EVEN HERE WOULD BE ACUTELY DISTURBED
IF SUCH AN ANNOUNCEMENT REGARDING NUCLEAR STOCKPILING WERE UNDERLINE
NOT END UNDERLINE ACCOMPANIEDCAS YOU SUGGEST)BY A DECLARATION OF
SOME KIND REAFFIRMING,IN CONVINCING TERMS,THE ESSENTIALLY DEFENSIVE
NATURE OF NATO AND STRESSING THE DETERMINATION OF THE PARTNERS TO
DO EVERYTHING POSSIBLE TO SEEK A PEACEFUL SOLUTION OF OUTSTANDING
ISSUES INCLUDING,OF COURSE,DISARMAMENT,

REACTION TO SUCH A DECLARATION ON NUCLEAR STOCKPILING.IT CAN BE
