" Document disclosed under the Access to Information Act Document divulgue en vertu de la Loi sur I'acces a I'information \SECRET DISCLOSURE OFVINFORMATION ON NEW WEAPONS ALLOCATIONS The Council will r e c a l l that on M a r c h 6 l a s t A m b a s s a d o r P e r k i n s made a statement concerning the new weapons which the United States tggta|ively planned to m a k e available for NATO force m o d e r n i z a t i o n "uTrTder the FY 1957 Mutual Security P r o g r a m . In listing t h e t e n t a t i v e allocations of t h e s e weapons by country and by type he stated t h a t final a g r e e m e n t on these t e n t a t i v e a l l o c a t i o n s depended upon t h e outcome of negotiations with each r e c i p i e n t country r e s p e c t i n g it s capability effectively to u t i l i z e t h e weapons and other f a c t o r s . . As the Council is a w a r e t h e s e n e g o t i a t i o n s have been proceeding, and in some countries allocations of given q u a n t i t i e s of new weapons and t h e conditions under which those weapons w i l l be provided have been a g r e e d between the United States Government and t h e r e c i p i e n t governments. The United States Government has noted with some concern, however, that t h e new weapons a l l o c a t i o n s announced last March, and in some c a s e s finalized since t h a t t i m e , have become public knowledge in a number of r e c i p i e nt c o u n t r i e s , notwithstanding the s e c r e t c l a s s i f i c a t i o n of the announcement and of the subsequent n e g o t i a t i o n s with each country. The United S t a t e s Government a p p r e c i a t e s t h a t some g o v e r n m e n t s have been obliged to a s k p a r l i a m e n t a r y approval f o r their acceptance of t h i s f i r s t offer of United S t a t e s dual p u r p o s e weapons and that it would have been difficult for t h e s e g o v e r n m e n t s to o b t a i n this approval w i t h o u t furnishing t h e i r p a r l i a m e n t s specifi c inf o r m a tion on t h e U n i t e d States o f f e r . The United S t a t e s Government is p r e p a r e d to cooperate to the m a x i m u m feasible extent in meeting this problem by e x p e d i t i o u s l y r e v i e w i n g inf o r m a t i o n proposed to be disclosed i n o r d e r t o m i n i m i z e impediment s t o n e c e s s a r y consultatio n w i t h p a r l i a m e n t s on U . S . Mutual Security weapons a l l o c a t i o n s . It would r e q u e s t t h a t in the f u t u r e , however, no NATO government d i s c l o s e c l a s s i f i e d new weapons or o t h e r MAP information except a s m u t u a l l y a g r e e d with the United States Government and, where a p p r o p r i a t e , w i t h NATO.
