Dear General foulkes:
I wish to thank you fcr referring to this department a
copy of your notes on certain aspeets of the recent United States
proposal for "SATO stockpiles of nuclear wespons. The department
W M al o interested Is Mr. Dalles' recent statement on this matter, and did In fact preprre a paper on the subject for the
Prime Minister on the occasion of Mr. Dulles' visit to Ottawa.
A copy of this department's paper Is attadhed for your Information.
Unfortunately, your notes reached us too late to be Incorporated
in our paper, but I hare brought them to the attention of our
Minister, so th?t he may hare a fuller understanding of the
Implications of the U.S. proposal from Canada's point of wiew.

In this connection, your department and ours will
tiresumably wish, In a net too distsnt future, to haye the U.S.
prcoosal discussed on some Interdepartmental basis, since it
would appear from President Slsenhover's snd Mr. Dulles' recent
statement^ tb t the United States authorities are seriously
considering derelonlng further the idee of HATO stockpiles of
nuclear weapons.

Any comments therefore which you may hare on the
•sri us considerations outlined in our paper would be welcome,
as an Initial step towards Interdepartmental consultations.
