Attached for your approval is a paper on the recent U.S. proposal
for NATO stockpiling of nuclear weapons, prepared in this Division for the
information of the Prime Minister on the occasion of Mr. Dulles' visit to
Ottawa this week-end.

W© have refrained in this paper from a detailed'study of the several
issues raised by the proposal, if only because the U.S. proposal is still
very preliminary, and Canadian policy oa the question of nuclear weapons for
HATO, and on the related "Fourth Power'' problem, is at a very formative
stage. The paper is designed mainly to familiarize the Prime Minister with
the U.S. Proposal, as publicly mentioned, last week by President Eisenhower and
Mr. Dulles, to point out the principal issues which it raises, and to indicate
how it would affect Canadian interests.

We are proposing, if the paper is acceptable to you, to have
.American Division include it in the brief being prepared for the Prime Minister's
meeting with Mr. Dulles.
