Dear Squadron Leader Grainger,
In my letter to Pierre Belanger of July 13 I advised him that I
would be attending a Meeting convened to discuss cable outage on our
circuits TCP 1 to 6, I also referred to what I considered to be a
weakness* namely the lack of an order wire between Rockcliffe and
Washington B.E* and that I would be emphasising this at the meeting.
The meeting was held today and it was agreed that*
a. Cable outage was excessive*
b«

The majority of outage was due to faults occurring within
North America, possibly because of the complex of commercial connecting companies,

$r. The provision of an order wire between Rockcliffe and
Washington B.E. would be of great assistance in localising
faults*
Regarding item c*, may I ask if you would permit Telex to be
used between OCSF and Washington B.E* to facilitate the trouble shooting
of faults occurring on TGP 2, 3$ U and ft* I can assure you that our
people in Washington would be in agreement. Perhaps, if you are able
to make an immediate and favourable decision you would signal me. On
the other hand, should you feel it expedient to refer the matter higher,
I would be happy to ask our Government Signal Planning Staff to write
to Col* Finch*
Another proposal made at the meeting was that I should forward to
you weekly (each Monday over TGP l) a copy of my cable outage report. It
was thought that your staff may be interested to relate our figures with
their own and when pertinent use them to support any claims they may be
making for an improved service.
Again, perhaps you would signal me if this proposal appeals
to you*
ton will note that I have copied this letter to the Engineer~inCharge Washington B.E. who is particularly interested in obtaining an
improvement in cable circuit performance.
