The recommended telecommunications facility changes are
acceptable to this section with the exception of the stated COpsO
requirement. Since the complete proposal involves other directorates
and is a systems requirement change, it is being passed to your
section for further coordination as discussed,

The aerodrome vehicle control VHF/FM network on 149.15
MCS is established at CAF bases for the ground control of all
vehicular movements on the aerodrome. Due to flight safety considerations traffic on this net mu3t remain under the control of ATC
personnel with the fixed facility operated only from the tower.
Our policy does not permit control by any other agency with the exception of the Nuclear Accident Commander - a special exception and
the only one. To allow the COpsO a fixed facility on 149,15 MCS,
even with the present trial arrangement, is not acceptable and was
not approved by this office. The situation is even more contrary
to normal control policy xvhen it is realized that the subject
facility is used in Stn Ops for emergencies and exercises due to
the fact that the control tower is part of that organization.
Ground control on the aerodrome is the sole responsibility of the
designated ATC personnel as specified in CFP 164(1), ATC Orders for
the Canadian Forces. Since this control responsibility is properly
that of ATC, then it follows that other agencies must not be giving
control instructions from a fixed station, particularly during
emergencies. When the requirement dictates the * need- for other
agencies to use the aerodrome FM frequency, it is accomplished by
utilizing the mobile equipment in the vehicles and normally only
when such personnel are required on the aerodrome. Other FM requirements are handled on the domestic network on a shared basis#

After careful consideration, this Headquarters is in ^
full agreement with ref A« There is however one change that is
recommended to the facilities at CFB Summerside. That is the
DJ-96 now used by the Flight Line Maintenance personnel be removed
and the requested SG-23^A or equivalent be connected to the AFP
DJ-96 instead. This would leave one DJ-96 for tower and a DJ-96
for AFP.
2.
The sharing of the AFP base set with MSB and Flight Line
Maintenance has several advantages:
a. One DJ-96 becomes surplus*

b. Flight Line Maintenance vehicles use DT~65 twin channel
radio and having them on AFP and tower frequency provides
extra vehicles immediately in ease of emergency*
c. Flight Line Maintenance base set would have to be
relocated to a proper locale consistent with proper
temperature and cleanliness requirements of radio
equipment. This would not be required in a two Base
set configuration.
d. This must be carried out to conform with CFHQ, message
DOSS 362, ref B .

A thorough study was carried out by the Base personnel both
from the direction of economy and the best utilization of valuable
equipment. It is thereforerecommended that this TO 13BA be approved.

TO 13BA Request for Telecommunication Facility Change
FM Vehicle Control - Facility Sharing
1.

(a) The existing FM facilities for control of vehicles at this base
consists of 3 DJ96 base sets, 31 DT6f&gt; and RT h3 mobile sets, and
1 SG23I4A remote control unit. This equipment is set up on three
radio nets, which are required to provide five separate control
functions as follows:
(i) Base Control Tower Net - for controlling airfield vehicles
(ii) Argus Servicing Net - for controlling flight line maintenance
vehicles
(iii) AFP - Control of one vehicle
(iv) MSE Dispatch - Control of two vehicles
(v) COPSO Requirement - To communicate on Control Tower f-re'q" ""
during an emergency or exercise
(b) The above facilities are installed and utilized as follows:
(i) Base Control Tower Net 1^9.15 MCS - This base set was
properly installed under project CTEL 61jCS&gt; at the RX-TX
Site and is controlled from the GSA-501 System.
(ii)—^Air Force Police Net 150.71 MCS - This base set was
installed at the RX-TX site under the same project and
is controlled from the AFP gate house by means of an
SG23ljA remote control unit provided by the project.
(iii)-^Argus Servicing Net lh9*3$ MCS. The base set for this
net is located in the Llli. room of 8 Hangar and is operated
by means of a directly connected microphone. This set is
dual channelled, and when required by the COPSO for emergencies or exercises it is physically relocated, and
switched to the control tower frequency for the duration
of the emergency or exercise.
The Flight Line maintenance vehicles are also dual
channelled and may be switched to the control tower
net, but Argus Servicing lose direct radio control of
their vehicles until the emergency or exercise has ended,
and the base set returned for their use.
(iv) MSE Dispatch - This facility is currently provided by
utilizing an RT k3 mobile set located in the MSE Dispatch
office, powered by a Mallory rectifier unit. The facility
has been sharing 1U9.3!? MCS on a trial basis and has proven
extremely valuable in obtaining maximum use of the aircrew
bus, which is also used to handle flight rations. The
retention of this radio dispatch capability is most
desirable.
(v) COPSO Requirement - This facility provided on a trial
basis is covered in sub para (b) (iii) above, and has
proven a definite requirement.

(c) The above facilities are considered essential at this base,
but it is evident that the present configuration does not
allow the correct installation and employment of equipments.
It is pointed out that lack of proper remote control and
sharing facilities, does not allow the correct installation
or flexibility of use for which the equipment is designed.
2.

FACILITY
Facility changes required are as follows:
(a) Base Control Tower - llj9.l£MCS. The base set.for this
facility is properly installed at the RX-TX Site, and
it is proposed that Stn Ops be provided with an SG23ifA
remote control unit to share this facility during
emergencies and exercises. Due to the fact that the
base control tower is part of base operations and because
both sides of all conversations are heard by both base
set operators, it is considered by operations to be a
satisfactory method of facility sharing and control. .
(b) Air Force Police 150.71 MCS - The base set is properly
installed at the RX-TX Site. This facility is currently
employed for the control of one vehicle only, and it is
proposed to change the two MSE vehicles to this frequency,
and install an SG-23UA. remote control unit in the MSE
dispatch office, for adequate sharing of this facility.
This will release an RTlj3 set for vehicle installation.
(c) Argus Maintenance lli9,35MCS - This base set is not properly
installed. It is located in a poorly ventilated area and
subjected to dust and dirt. This set has required considerably more maintenance during the past year than the sets
installed in a properly ventilated equipment cabinet at the
RX-TX Site. It is proposed to install this set at the RX-TX
site in the same cabinet as the equipment installed under
Project CTEL 6ij.C5« This will locate all base set equipment
in a single compact installation in a proper communication
equipment area for ease of maintenan ce. In order to facilitate
this relocation of equipment, it will be necessary to equip
the L-lij. room in 8 Hangar with an SG-23ljA remote control unit.

In summary, the addition of ea 3 remote control units SG23iiA will
radically improve the FM net on this base. Not only will the users be provided
with better facilities, but additional benefits villi be accrued. The physical
relocation of the DJ 96 base set between Argus Servicing and Base Operations
would no longer be required. In addition the RTU3 mobile set would be removed
from the MSE Section and installed in a vehicle, for which it was originally
scaled. The cost of the required three remote control units is almost
completely offset by the cost of the released RTli3.

Relation to Existing Equipment

The SG-23J4A remote control unit is designed for use with DJ 96 base
sets, and provides for facility sharing.

Location
It is proposed that the base set currently located in
8 Hangar be relocated into a single FM installation,Along with
the equipment installed under project CTEL 6i|.C5 at the RX-TX
Site. Remote units will be connected to the applicable base
sets by means of the existing telephone cable plant. It is
