Dear S i r :

This l e t t e r deals with a proposal t o increase the scope of
project SASJS by expanding t h e automatic telegraph relay ecuipment t o
provide service t o the i n t e l l i g e n c e community.
The i n t e l l i g e n c e ooaeaunlty i s a t present served by a special
coMmunications system known as "HYDtiA" with c i r c u i t s to t h e United
Kingdom and United S t a t e s i n t e l l i g e n c e agencies and t o the Canadian
c i v i l and m i l i t a r y departments concerned* The focal point of t h i s
system i s a manual "torn t a p e 0 r e l a y centre at Ottawa Wireless S t a t i o n ,
LEITRIM. Within t h e past year studies undertaken for the Chiefs of
Staff have indicated t h e need t o r e l o c a t e t h i s r e l a y centre to safer
accommodation outside Ottawa*
One possible solution 1 B t o expand t h e automatic r e l a y centre
at JSA3&amp; t o serve also the i n t e l l i g e n c e community. I t has now been
determined t h a t t h i s expansion i s p r a c t i c a b l e a t a cost of #700,000.00.
This would include t h e t r a n s f e r of the radio receiving t o r a i n a l , and would
r e l e a s e fifty-four c i v i l i a n operating staff of t h e sixty-four now employed.
Only ten operators would be needed i n peacetime at EASiS to deal Kith t h e
added portion and none in wartime.
In addition t o effecting a major economy in manpower without
i n t e r f e r i n g with MASE operations, and providing safe accossodaticn more
cheaply than by any other scheme, t h e proposal effects an expansion of tha
KASE r e l a y which would be impossible i n time ot war.
The expansion w i l l
increase t h e growth capacity Of EASE from 13 t o 16 c i r c u i t s while at the same
time providing 21 c i r c u i t s for HYDRA. This growth capacitj for EASE i s
considered sufficient t o meet foreseeable needs, and t h e proposal has been
agreed by tho Director, Emergency Measures Organization.
The manufacturer's schedule i s such t h a t he cannot incorporate
t h e expansion and meet t h e a c t i v a t i o n date for EASE unless aivice to amend
his contract i s received by 27 April 1962. After t h i s date, t h e expansion
would involve e i t h e r a delay i n a c t i v a t i o n or e l s e closing down t h e whole
s t a t i o n for several weeks at some future date* In view of t h i s timing I have
requested tho Deputy Minister of t h e Department of Defence Production t o
submit to your staff an amendment t o the existing contract for t h i s ©equipment
covering Part I below.
The t o t a l cost of $700,000«00 f a l l s i n t o three components:
a.

$90,00G«00 t o enable the manufacturer tc supply
additional relay cabinet equipment and eodify
t h e storage drums i n order t o incorporate t h e
expansion p r i o r t o f i n a l assembly. This i s the
urgent part of the p r o j e c t , since i t involves
basic design changes which must be made now;

#410,000,00 to complete the expansion of the
automatic relay equipment. This la less
urgent; commitment authority for t h i s eraount
will be requested separately,
$200*000,00 to transfer the radio receiving
terminal from Ottawa (LBTTRIM) to CAR**, and
provide terminal equipment to connect the
various "HlDttA" circuits through the CA&amp;P
communications plant to the expanded automatic
relay system. This amount will be included in
1963/64 estimates.

I t i s , therefore, recommended that authority be granted to increase
the scope of project iSASJS by incorporating communications for the
intelligence community in the automatic telegraph relay equipment at a t o t a l
cost of #700,000,00.
Commitment Authority in tho amount of §90,000,00 which i s required
to implement this project in 1962/63 i s available within the departmental
leeway on Project iSASJs. The t o t a l of $90,000,00 will be expended in 1962/63.
Mo provision was made in 1962/63 Estimates for t h i s expenditure j and the
cash authorized for the Army*a major construction program is now fully
obligated for National Survival projects and essential items of normal Army
program. Furthermore, no surplus cash can be forecast in the 1962/63
major equipment primaries within Vote 203« I t may, therefore, become
necessary to seek authority for additional cash, by way of Supplementary
estimates, later in the 1962/63 fiscal year.
