1.
The Working Group appointed under reference A., assembled
at CFHQ 10 Nov 65; and the proposed procedure, as outlined in Annex "A"
to this memorandum, for the cutover of the telegraph relay operations
from Leitrim to Carp, is recommended.

PROCEDURE FOR CUTOVER TELEGRAPH RELAY
OPERATIONS - LEITRIM (OTC) TO CARP (STRAD)
1.
Assuming that on "X" day a workable Telegraph Relay Procedure,
similar to that contained in ACP 127(C) or in the proposed revision of
HSP 101, is agreed and available for distribution in printed form; and
assuming that station to station connection is made by landline or
overseas cable, the following method of cutover in three phases, is
considered feasible.
Note:

If radio circuits are to replace or supplement landline or
overseas cable connection between stations at the time of
cutover, they should be available on a reliable basis at
the end of phase 1 and at the commencement of phase 2.

Phase 1
a#

time period: "Xn-to-"X" plus 8 wks;

b.

aim:

to distribute, introduce, and familiarize operators
of the OTC Hydra Network complex with the agreed
procedure;

c. method:

(i) appoint 4 operators thoroughly familiar with
STRAD to act as instructors, monitors, and
supervisors during the cutover period;
(ii) send the A operators to the following locations
to introduce and instruct in the agreed procedure :
Ottawa

- 1 operator: Main task, British High
Commission. Additional task, liaison
with CBNRC and Department External
Affairs.

.Washington USA - 2 operators: CJS, CIA, NSA and
British Embassy.
New York USA

- 1 operator: British Representative
New York.

(ii) provide this team with 2-3 monitor positions
equipped with typing reperforators, plus the
necessary administrative accommodation i.e.
telephone, stationery, mailing facilities,
office space;
(iii) direct this team to carry out the tasks referred in sub-para b. above, and direct them
to target for 95-100% errorless traffic by
"X" plus 14.

to transfer, with minimum interruption, the non
automatic telegraph relay operations from OTC
Leitrim to the automatic telegraph relay at Carp;
(i) provide 2 full duplex trunk circuits, as interchange circuits during cutover, between OTC
Leitrim and STRAD Carp;
(ii) cutover the 11 customers, namely:
LTC(HUPDL), Br H Comm (HCPDO), CDS(HCPJO),
CDS(HCPVO), CBNRC(HCPHO), EXT(HCMRO), CJS
(HCPGW), CIA(HCPTW), Br Emb(HCPCW), Br Rep
(HCPFN), and NSA(HCPKW), in three groups over
a period of 72 hours 12A hrs to be used per
group for cutover, minor program changes to
STRAD, and overcoming any operating difficulties encountered);. The make up qt each group
to be decided at the end of phase 2 based on
statistical information gathered during that
phase i.e, error rate, traffic volume, etc.
