The unfortunate failures of late in the trans-Atlantic cables
which'culminated on Saturday last, May 9, in only the TAT 3 cable. '
surviving for a time, has caused us some concern.
This was to
ensure that should a "Flash" Alerts situation have arisen during
the period when our joint circuit, in TAT 1 was out of service, we #
should have been able to meet the reouirement by making use of the
G.C.H.Q, circuit (normally in CANT AT)' which has been routed in TAT, 3
'oji.rjoe Apr! 1.^28. ' It. was to this? end that we sought and obtained
• locally "the-agreement of G.C.H.^. to our taking their cable if tho
'need arose and serviced the.O.I.C. OTC Leitrim asking him to mako
similar provisional- arrangementn for a awitch at your end.

In the event it .was unnecessary for ua to take tho G.C.H.Q. /
circuit aince our own circit was restored after two hours." But / 0 •
in view of the likely increase in the number of trans-Atlantic * ./ V/
circuits between LTC and OTC in the future, it seems prudent to '{ •
'connider the relative priorities of each circuit so routed so-' that
in the.event of a failure of one or more circuit the two relay
stations should be aware of any special priority commitments that
must be. taken account on the circuits) surviving.

U.K. authority who will no doubt conault their Canadian and U.S.&gt;
colleaguoa as required,

V.'e have now given some thought to this question In association with the United Kingdom departments concerned and the
.following are the linc3 on which we are thinking.
3. •. At .the outset, I should coy that we hope, and believe,.
'. that the Post .Office and C.O.T.C. would do.everything possible
' to help us meet our .urgent commitments.
As you will be aware,
the risk of multiple loss of channels has been minimised by
.routing them, in different systems sprc.ud among the T-hrco trano•• Atlantic cables terminated in this country.
In addition the
- routing of channels via L.T.C. and O.T.C. ..will provide much
• " needed flexibility in the event, of cable breakdowns.
However,
notwithstanding any arrangements which the carriers may make
for restoring service, it is important to agree procedures for
dealing-with periods of reduced channel -working.

. i+. .'• Y/e are firmly of the opinion that it is not possible to
i.lay down an immutable set of priorities to meet all possible
'' contingencies in breakdown conditions..
As you know, with the
re-arrangement. of the I-.IOD London/British Embassy Y/aohington .'
• cable channel there will be thrco_ Government-rented channels
terminated at LTC and OTC. • Tii addition to carryjUl^—CaJaadian,
.';• Foreign Office, ^inlntry of Defence London and C-CHO. and
- Tripartite Alert traffic, these channels have to -provide, on.

emergency.
In.the meanwhile we must regard a request for a
_ teleconference between No. 10 Downing Street and the V/hite House
; as being of paramount.importance, all other requirements being
; • cpnsldered on their merits at the time, having regard to such
• factors as:- ,

(a)

the relative urgency and. the extent of the requirement;

(b)

the availability of alternative forms of communication,
to meet any of the requirements;

(c)

the estimated period of reduced channel working.

\7e think it is quite inappropriate to j&gt;lace the onus for
deciding how best to use the remaining channels on the duty
engineering staff at L.T.C. and O.T.C, since these staffs cannot
be expected to know all the implications.
However, it is

report the loss of a channel and from whom they can get
instructions how to deal with the situation.
The solution
we have in mind, so far as the United Kingdom is concerned,
is for any loss of channels to be reported by L.T.C to the
Head of Shift of the Foreign Office' Signal Office. 'This
officer, acting within the framework of previously agreed " •
operational guidance, would then consult quickly with the
Duty Signal Officer at the I.I.CD., Cub inert-Off Ice and G.C.H.Q.
•'Communication Centres to ascertain the current and anticipated
requirements and the state of alternative communications.
These officers would, of .course, make use of their normal ' .
Departmental consultative machinery, as necessary, 'or as laid
down in the operational guidance. Having decided how the
remaining channels should be used the Head of Shift, Foreign
Office Signal Off ice, would advise the D.S.Cs and the duty
engineer at L.T.C .accordingly. 'As to the nature of the
oxDor.ational guidance, our present thoughts arc that this should
be limited to stipulating that 20Downing street/Y/hite House
teleconferences, when called for, will have overriding priorit5''
and that the No. 10 and the Joint Intelligence Committee duty
officers must always be consulted before any changes in the
normal channel switching arrangements are agreed to that may
affect the No. 10 Downing Street/White House or the Tripartite
Alert requirements,. As to other traffic, the Duty Signal ,
Officers should.be well aware of the amount and nature of the
traffic on hand, and of the availability of alternative routes,
and should normally be well able, without consulting their.operational staffs, to agree revised schedules such that all
, Departments concerned could clear their traffic having regard
to its precedence.. The duty Signal Officer at Canada House
would be consulted as necessary.

The arrangements outlined at paragraph 5 could not, of
course, be introduced and operated without the- full agreement
and co-operation from all concerned at your end. As "—
we sec it,
what is required Is. for. an officer to bo nominated at your oiid
with whom the Head of Shift, Foreign Office Signal 0ffi.ee,
could deal as necessary, and who, in turn, would paoa any
agreed instruction to the engineering staff at O.T.C and to
anyone else conceited, • It is clearly imperative that the
engineers at L.T.C and O.T.C should be working to the same
switching schedules..

I should be mo:it grateful to receive your informal opinion
on the arrangements outlined above and, In particular, your .
Views on how we can ensure the necessary collaboration on the
traffic side in the event of trans-Atlantic cable breakdowns.
The arrangements outlined in this letter, including -the proposed
operational,guidance, will probably have to bo submitted for
agreement on our side- to the Cabinet Ofi'ice Combined CommunlcattonoElectronics Committee. .It would, of.course, be made clear in the
C C C . paper that the proposed arrangements'Were subject to formal
agreement by your side.

i.T.S. 1250-36(D. Sigs.) of August 18 about
priorities for the use of transatlantic cable telegraph channels
under breakdown conditions.
This has been due to the necessity
for .the Government Signal Planning Staff to. obtain the reactions
of the other United Kingdom Departments concerned to your
.proposals and then to obtain'the endorsement of the Combined
•Communications Committee.
2. . We have only one minor reservation as regards your proposals,
namely in the matter' of Practice 'Alerts. It is our view that it
would be bad security and also seriously reduce the value of such
tests- if the. handling of practice Alerts traffic by signals
•'X&gt;ersonnol was subject to different arrangements from those for an
Operational Alerts message. Accordingly we would regard the
three separate uses to which channels are put, in order of
precedence as:-. .

(a) Tripartite Alerts traffic (i.e. both operational
and practice).
(b) The Prime Minister to President link.
• •';. (c) All other traffic handled according, to precedence.
Subject to the foregoing reservations, the Combined Communications
Committee has endorsed the prox'osed arrangements,

'3»' . You Y'ill appreciate that as regards .'ordinary* traffic
your d. - the nominated traffic man,in London wi11 have no
'alternative but quickly to consult the duty signal officers at
the other U.K.CommunicationCentres concerned.because some of
our channels carry "on-line" encrypted traffic.
On these
channels the precedences being handled at any time are known
only to the two terminal officers concerned.
