upon the forthcoming discussions with EID on the completion
of the four remaining REGHQs; if the EMO schedule calls for

CIRCUIT SWITCHING
16, Lt Col Hamilton reported on his meeting with CB NRC as
called for in para 13 of the Record of the Third Meetings A3
a result of these discussions it is now agreed that, while
there remains a need for a HYDRA STRAD supervisors console in
the operating area, there is no need for a separate circuit
patch position in the operating area0 The patching of circuits
(both on^STRAD and off-STRAD] can be programmed with adequate
lead time to enable the patching to be effected at the main
CARP circuit control position,. This reverses the decision at
para 25 of the First Meeting and para 11 of the Second Msetingo
DCE will design accordingly,

LTC and 0T$) it is desirable to use the standard
NATO procedure which has been designed specifically

to flow even if OTC STRAD fails, lt must be possible
to have some other military TRC take over; presumably the same applies at the London terminal; to
enable a military TRC to take over, it is essential

requires unclassified traffic to be encrypted if sent by

28o The current plans do not provide on-line encryption
for the HYDRA RTT circuits to UK nor ALERT.

Major Koehler confirmed that all of the HYDRA trafficto UK is off-line encrypted, so no problem arises» The difficulty is with the ALERT circuit, because a number of NDCS
tributary stations originate unclassified administrative
messages addressed to ALERT? at present, thess are manually
intercepted at the LEITRIM HYDRA torn-tape TRC and off-line
encrypted for transmission to ALERT»
30« It was agreed that no problem was to be expected on the
HYDRA circuits to UK after transfer to CARP STRAD because
traffic on thess was off-line encryptedo
31= It was agreed that the HYDRA circuit to ALERT should be
provided with ALVIS on-line cryptographic equipment after
transfer to the CARP STRAD» Since this is a long&lt;=term measure
and because it was desirable that Ottawa "Wireless Station
(ALERT Administrative Element) have a copy of all this traffic,
it was agreed that after the TRC relocates to CARP STRAD, ALERT
Wireless Station will be listed only with the Ottawa Wireless
Station routing indicator (for both unclassified and cipher
traffic), thus routing all traffic via OWS for off-line en«
cryption0 It was agreed that the use of CC indicators to
solve this STRAD problem was quite unacceptable.

with a DC resistance of 85 r/Loop wile and an attenuation at Ik/c of
loll db per mile)*,

A frequency versus attenuation test on an unleaded cable pair
between CARP and SMITHS FALLS showed a 29 db loss at UOO c/s increasing
to 56 db loss at 2 k/cc The differential in attenuation are the
freq range so tested is 25 db which definitely precludes simple
equalization by descrete channel adjustments and would thus entail
extensive repeatering0
