Comm. P) dated 18th May, 1965, has been passed on to us as the government agency in Britain responsible for the central planning of arrangements for the use by Government Departments of rented transatlantic telegraph channels. 2. We were, of course, aware of your intention to re-locate the HYDRA terminal at CARP and that this would affect certain of the channels currently rented, or planned, for the use of Government Departments in our respective countries. Since certain of these channels are not shown in the list contained in your letter I am appending to this letter a comprehensive list of the transatlantic telegraph channels, and of the channels associated with them, with which we are currently concerned. 3. As regards the opening of the STRAD installation at CARP.i perhaps you would confirm that you will be providing there "manual switching facilities for our channels similar to those at present provided at LEITRIM. Such facilities are necessary if we are to maintain full flexibility between our channels and also have regard to the incompatibility of the STRAD equipment and the cryptographic equipment in use on certain of these channels. However, our requirement for manual switching facilities at CARP does not mean that none of our channels can at any time be switched from the P.tTJ!. to the STRAD equipment. What we require is the facility to by-pass the STRAD equipment as and when this is necessary and equally to extend channels to the STRAD equipment as required. I would assure you that, as with the similar arrangements at LEITRIM, virtually no effort will be required of the staff at CARP to effect such manual switching as may be required. 4. Concerning the statement in your letter about responsibility for ordering any technical changes which will be necessary on the move to CARP, I should be grateful for particulars, including costs where possible, of any changes which you consider will be necessary to the channels listed in the annexure to this letter. 5.
