The proposed requlremaata for off-3TRAD circuit control and
switching were reviewed in l i g h t of the need t o standardise and
simplify as mush as possible the control and patch f a c i l i t i e s *

It appears that there i s l i t t l e need for constant monitoring
• f a telegraph switchboard end that the engineering c i r c u i t s t o USA
are not realty used t o any great extent for that nurpese. I t alee was
evident th»t of the 20-29 teletype conversations carried out daily that
at l e a s t ?% involved radio circuit oontrol problems and only 10ft were
concerned with circuit patching* It was also confirmed that there i s
no need for immediate reaction on special circuit configuration - aoet
t r a f f i c overload situations build up over several hours and at l*&gt;ast
one hours notioe can be provided on any change* There i s no conceivable
seed for conference f a c i l i t i e s t e any of the off-STRAD subscribers*
CBNjC representatives •warned willing t o adept any procedures which
would simplify and expedite the i n s t a l l a t i o n .

In view of the above it Is reeemmeaded that the circuit
arrangements and patch facilities correspond as closely as possible
to all other line circuit patch cor.figuration at CARP* All circuits
to be patched should be located in one section of the control system
and should be identifiable* If. as a result of experience it Is
found that special patching is needed for these circuits* then a mish
button circuit switch position should he Installed adjacent to the
line control rack. This need only have five or six line configuration
switches and indicators on it*

It is requested that ya consider these festers in the design
for the Installation of the off-STEAD circuits*
