RELOCATION OP HYDRA TRC

1.
It has been noted that when the HYDRA Telegraph Relay and
Radio Centre is relocated from LEITRIM to CARP, there will remain
a requirement for a small message centre and possibly a crypto
centre at OTTAWA WIRELESS STATION.

2.
It is understood that there is some doubt as to the source
of manpower for these facilities, since the existing Civil Service
positions covering the HIDRA .operation will be cancelled, except
for approximately 10 positions 'to be transferred to military
positions to operate the relocated facilities at CARP, as approved
by CCS in April 1?62.

3.
It is.recommended that DSRA assess the requirement for a
message centre at LEITRIM under these circumstances, and if
appropriate initiate action to retain positions for the purpose.
