RELOCATION OF JgDRA RBIAY AMD RADIO CENTRE
OPERATING PEItSONNEL

1.
There are 51r civilian positions on the establishment of Ottawa
Wireless Station for the opsratior of the HYDRA Relay and Radio Centre*
At present there are ti8 Civilian operators and technicians actually
employed there* supplemented by 6 military personnel, posted super*
numerary to establishment.
2.
The HXDRA Relay and Radio centre is to be redeployed to CARP,
and when this takes place these civilian personnel will become redundant*

The redeployment is due to start on approximately 1 Apr 66 and is
unlikely to be completed before 1 Jul 66* However, there may be some
slippage and the operation may not be completed until the end of I966.

From reference *&amp;*, it can be seen that the civilian staff may be
expected to look for new positions at any time and that there are already
19 vacancies for civilian communicators in the Ottawa area which the civil
service commissions are anxious to fill from the operators now employed at
LEURIM.

, In the event 6$ the civilian operatore vacating their positions
before the change over to Carp is completed it will be necessary to operate
the HXDRA Relay Centre with military personnel. In order to achieve
continuity of operation soldiers will require a short time to familiarise
themselves with the work* while civilian operators are still in site*

It is considered in the best interests of the service that the
civilian operators should be phased but gradually and replaced by military
personnel over the intervening months* On completion of the change over
to Carp, the remaining civilians will be released and. the soldiers can be
made available for other work*
7*
It is requested that you agree to the provision of military personnels
on a temporary basis* to replace the civilians currently employed on the
HYDRA Relay and Radio Centre at leitrim. the classification and trades of
Military replacements are shown at Annex *A**
3*
Subject to your agreement to this proposal, a meeting will be
convened by D Comm P, to include representatives from DCPS, D Comm P and
DPGA, to work out a timetable for the replacement*
