RELOCATION OF HYDRA TRC

1.
The arrangement that 10 civilian positions from Ottawa
Wireless Station be transferred to No 1 Army Signal Squadron
Carp and changed to military positions is not workable. It is
impossible to change civilian positions to military or vice
versa without making corresponding reductions elsewhere.
Z.
In order to get the required ten positions at Carp,
the function must be included in the current management engineering study. There would appear to be no reason why the
ME Team should, not be given sufficient data to make a realistic
assessment. The team chief W/C Whitehead can advise what data
is required.
3.
If civilians are acceptable at Carp to perform this
function x^e can use the ten positions to offset the requirement
arrived at by the ME study. If civilians are not acceptable
then the requirement will be considered in conjunction with
the results of the ME study. At that time we will examine all
static units for military manpower resources.

Jji view of the above there would appear to be little
reason for a PI4. rep to attend your meeting on 21 May 65* though
if further explanation is required one could attend for a short
time.
