the existing leased oable olrouit which was set up

and COTC Montreal whioh work in parallel to proolude
the breakdown of facilities should eithor crl of the

Leitrim and COTC Montreal was _uf .od in 1959 at the
suggestion of Sir Patrick Dean to provide "Insurance"
for that part of the circuit bo'ut/oc_i Loltrln and
Montreal whioh was oonaidorod sono1-1TO. Tho ceoond
duplex olrouit docs not, howevor, eiaabl^ Leitrim to
use one of tho Telex ohannels In the sable between
Montreal and Lor.don should it be neccs-jary to preempt this facility.
Tho suggestion that we provide a Telex machine
at Leitrim with a private simplex olrouit to COTC
Telex Montreal is a good one sir.ee qui to apart from
being then able to pre-empt a Telex Circuit in the
cable between Montreal and Londc.i when i.n o _ rgency
arises it would also maiio it posjlblo for COTC to
re-route the transatlantic circuit should the cable
fall for one reason or another. This waa In foot
done when the cable was cut some time ago and our
Tolex calls were routed . . London through Melbourne,
Australia and Singapore.
We have obtained fro.; the CNT/CPT an estimate
of oost for the private telex olrouit froa Leitria
to Montreal as follows:

Wo have not dlsouoocd with D/Slgo Aray the installation of this additional machine at Leitria but
would antiolpato no difficulty once the decision to
proceed with obtain!ng this "insurance" is made.
In previous negotiations regarding modifications
to Alerts facilities the initiative for change has
come from tho Foreign Offioe to you. This correspondence between Mr. Coatos and Mr. Griffith appears to
stem from tho original installation of the second
duplex channol between Leitrim and Montreal and Is,
I am sure, the expression of a genuine request froa
Foreign Off loo. It would, however, I thinlc, be somewhat inooncjruc"-tG for ua to proceed without a request
from the Foreign Offioe for thl« additional service
and I should be grateful if you would approach the
Foreign Office in this regard.
