TRANSATLANTIC CABLE TBLE5RAPH CHAMKELS After many delays at this end, the way is now clear for the re-arrangement of the Ministry of Defence/Washington Embassy channel: Habberfield is writing to Gdllett about the detailed arrangements and seeking his agreement to the proposed date of 27th October. &i ,2. A new and urgent requirement has now arisen for telegraph communications / between the U.K. and Wa^fcdngEoir which cannot be met by the existing (or rearranged) channels. Accordingly we wish to meet this requirement by providing an additional channel between L.T.C. and O.T.C. and between the Washington Embassy and O.T.C, subject to your agreeing to their inclusion in the existing switching arrangements at Leitrim. Apart from financial considerations, such an arrangement would provide increased flexibility as regards communication between the U.K. and the U.S. and between the U.K. and Canada, although the incidence of switching at Leitrim would be limited to action under breakdown conditions or to periods when abnormal traffic conditions makes some re"~ arrangement of channels essential. *> 3. bulk cost such I should perhaps mention that provision of an additional channel under the ordering arrangements would result in a further reduction in the average of a channel between L.T.C. and O.T.C. and that Canada would benefit from a reduction.
