You trill reaenber that a "black box" is involved whioh
is intendod to remove tho circuits from tlio STRAD upon the
receipt of a warning. \\j engineers ircro getting down to tho
final design of the circuit layout in tho: switching centre when
it -occurred to thera that the reliability, of tho black box night
bo less than that of STRAD. The substitution would in'such a'case /:•:'
bo unvrise* The probabilities of STRAD causing a delay in tho
transmission of -tlie Message was carefully examined and it was
concluded that such a probability was indeed low. Lt. Col. Gillett
therefore rocoranended that the automatic feature of the'black box
bo deleted, and that it bo arranged to be. a manual over-ride of .-.
the STEAD. .

This arrangement becomes simplo and foolproof. The
circuits handling tho Alerts Finish traffic regain connected to
STRAD. Upon receipt of tho i-jarning message symbols previously
agreed, a lamp vail light indicating to tho supervisor that an
Alerts Flash message is on the way. Ho can then, by pressing a
switch, activate a reperforator -which is in series with the
STRAD Input circuit, giving hit', a tape copy of the high precedence
traffic. He will observe the outgoing circuits on STRAD which
by lamps will indicate whether tho mesfsage is being passed to the
other ttjo addressees. If for sono reason STRAD does not immediately
fort-jard the nessage, he can take the tape copy and push it out on
TD's switched In Manually in place of STRAD. When he reconnects
the circuits to STRAD, tho latter will then transmit the noscage, ,
thus -aending it twice, once from the tape and once from STRAD .

With this arrangement, by pressing appropriate switches, the
entire relay function can be performed raanually, with greater facility
than at present, if for eono reason it is decided not to allow STRAD
to handle it or if thero is a failure of the latter. We cannot
conceive of any mechanism of failure of this arrangement and in
fact believe it can only result in cutting tho present short tin©
the message stays in tho Ottawa relay centre. Lt. Col. Gillett
will be writing to J_r. Sail, shortly to give him tho revised plan
in greater dotail.
