I should like to refer to the point in Colonel Gillett's letter
HQJPS 1250-36 (D Sigs) 1260-E-O-l of April 8, 196fc, to Sail in which
he proposes that the arrangement previously agreed between us for the
special "black box" handling of tripartite Alerts "Flash" messages
should be abandoned.
In view of our discussions on this subject as reflected in the
correspondence between us referred to by Colonel Gillett, I must
confess that I am somewhat surprised to find a proposal for such a
major shift in policy put forward in purely technical corre spondence
between our respective engineers.
As you yourself know, we in the United Kingdom set great store
in preserving the present excellence of handling of the Alerts "Flash"
traffic. It was for this reason and also because I believe you shared
our concern, that you agreed to the provision of the special "black
box" auto-switching arrangement. If you now wish to withdraw from this
previously agreed arrangement I should first welcome your assurance
that you are satisfied that the arrangement now proposed by Colonel
Gillett will in no way and at no time result in a less efficient service
from that at present achieved in the handling of Alerts "Flash" traffic.
