I have investigated your proposal and find
that we can handle the switching of the Ministry
of Defence/Washington Embassy Circuit as you
suggest at O.TaC. Leitrim and later at Carpa
Any additional circuits will have to be considered
as the occasion arises.
We are assuming that the UK would assume any
installation and recurring costs involved in the
provision of the two landline tails between COTC
terminal at Montreal and OTC Leitrim,
Please advise if this is agreed, and, if so,
what your arrangements will be for implementation.

We have for some time been thinking of trying, to obtain the
full benefits which can be derived from the central ordering of
trans-Atlantic cable telegraph channels which terminate at two
set points.
Indeed, we are already enjoying these benefits
to some extent in that the second channel between L.T.C* and O.T.C.
which we ordered on behalf of G.CH.Q. in November, 1962, was
provided at the reduced rate for a second channel of £18,000 per
annum, as against the full rate of £24,000 per annum.
2. The Post Office has agreed, so far as they are concerned,
that if other trans-Atlantic cable telegraph circuits used by
H.M.G. were ordered centrally, and were also switched at L.T.C.
and O.T.C, as necessary, to the appropriate tails, these other "
circuits would also be charged at the reduced tariff - £15,000
for a third channel, £12,000 for a fourth, £9,000 for a fifth,
and £6,000 per channel thereafter.
3. To meet the Post Office requirements we shall have to make
available at L.T.C. a jack-field and double-ended cords providing
—-—-—a*—-complete flexibility as between the main channels and "tails" to
user's premises. Similar facilities would be required at O.T.C.
but it may be that these are already available and used for
switching the G.CH.Q. channel. If this is the case, would it
be possible for you to extend the existing arrangements to other
trans-Atlantic telegraph cable channels used by H.M.G., or
alternatively, to provide facilities of the type indicated above?
h' There are, at present, only two trans-Atlantic telegraph .
cable channels used by H.y.G. which are not provided between
L.T.C. and O.T.C.
These are an Air Ministry/Montreal circuit
used for meteorological purposes and a Ministry of Defence/
Washington Embassy circuit used exclusively for on-line working.
For a number of reasons, not least that we understand, it is likel;
to be taken over by the,World Meteorological Organisation (W.M.O.),
we would not suggest inclusion of the former circuit in the
scheme, at least for the present.__ This leaves the Ministry of
Defence circuit which, subject to your agreement, would be
ceased and then •re-provided as an L.T.C- O.T.C channel and a
Washington Embassy - O.T.C. "tail". ' There is also a strongy

possibility that a further channel will be required to meet
increasing traffic between a number of U.K. users and Canada.
In this event we would wish to make similar arrangements with you
for this channel to be terminated and switched 'at O.T.C

Switching would normally be carried out in accordance with
pre-arranged schedules and would certainly.not be onerous.
Agreement to such changes to the schedules as might be found
necessary and responsibility for notifying L.T.C and O.T.C.
respectively of such changes would be a matter for the appropriate
users.

arrangements and that similar facilities can be provided, in due
course, when the Hydra terminal is transferred to Carp.
