Area Control System a. Mr Sharpe outlined the Area Control System which has been introduced into the DWS* This system is designed to restore communications between embassies in event of nuclear war* It was suggested that the Canadian terminal of Hydra could be included in the System* b. 3» Mr Sharpe left a copy of DWS Operating Signals and Frequency Chart for study and comment with a view to implementations by Canada* Tripartite Intelligence Alerts a* Lt Col Soott advised that the "Black Box" for provision of special handling of "Alerts" messages had been designed* There are no apparent problems* It was pointed out that a special indicator would be required to identify "Alert" messages to the "Black Box"* The engineering plans will be prepared and discussed with Mr Robin (DWS) during his roposed visit to Canada this summer* See para 6b* below) f b* The present method of handling "Alerts" messages was discussed* Maj Jessop suggested that all alternate routes should be used In event of circuit failure as fjgft, SECRET >/2 000178 �Document divulgue en vertu de la Loi sur I'acces a I'information j^M- r YaJf <>o-JYe. N S Eg Lt Col Finch stressed the need for accuracy in the preparation of tapes by the originating message centre to ensure proper processing by and through STRAD* A recent traffic survey on the Canadian Army Signal System (CASS) showed that a large proportion of the messages were incorrectly "perfed" and would cause STRAD to pass most messages to the supervisor for action and/or result in other failures* c* Mr Sharpe asked if it were technically feasible to use on-line cipher with STRAD* It was pointed out that only "link" encryption can be used* This is not suitable for DWS requirements* Lt Col Scott advised that the HYDRA portion of STRAD should be In operation in 12-15 months time* a* Mr Sharpe stated that it will be necessary to use EDO on the UK radio circuit a as the PICCOLO equipment will not likely be available for operational use by _ oy the w e time Lime STRAD STKAD goes goes into im operation* f M l SECRET 000180 ./3 �cT i_ .' ; : Document disclosed under the Access to Information Act Document divUlgue e/verffa de la Loi sur fac&s a I'information / IE ; i j ; • S r y ^ ^ y •v r t j 000181 �Document disclosed under the Access to Information Act nt divulgue en vertu de la Loi sur I'acces a I'information SECRET - 3 - DWS will therefore initiate action to procure the Phillips T0R5\EDC* It is thought this could be placed in operation by early 1964 which coincides with the anticipated Hydra STRAD operational dates* The TOR 5 equipment was recommended by Lt Col soott as It is planned that this type of EDO will be used on the Canadian, terminal* Lt Col scott pointed out that certain protected radio circuits with EDO will also be using additional equipment which inserts "blanks" to provide an apparently continuous traffic flow* This is to guard against traffic analysis* Mr Sharpe agreed this equipment would not be ne- ' cessary on Hydra circuits* 6. PICCOLO a* Mr Sharpe advised that single channel PICCOLO equipment is now under tost on the UK/DELHI SSB radio circuits* The system works very well even when signals are very weak* However certain types of Interference have a detrimental effect* Modifications ere being made to the equipment and it should be ready for further trials this summer* Consideration is being given to its use with DSB carriersuppressed radio circuitry* b* 7* Mr Sharpe advised that one terralaalEof PICCOLO will be provided toECeitrlm for t e s t on the Cda-UK r^dicTcircuit t h i s sunmer.
