Attached as advance infozmation is a copy of a draft
D SIGS Technical Bulletin which is under consideration within
this directorate,,

The list of Army Protected Leased Circuits attached
to the draft Technical Bulletin is being passed to the cozomunioatlons coot-on carriers now.

The Trans-Canada Telephone System has already instituted
measures to provide special supervision and protection for the
eirouits in tho list which are allocated to tho telephone
companies. It is to bo expected, therefore, that interruptions
to those circuits will result in the tdophone companies taking
prompt action in consultation with local RC SIGS operating units*
Tho RC SIGS units concerned should cooperate fully in this
activity.
4.
Pending review and issue of tho draft Technical Bulletin,
Command and Area Sig Offrs are requested to givo special attention
to the reliability, performance and continuity of all the circuits
on the list, regardless of supplier, and to arrange that RC SIGS
stations concerned ensure that Anny equipment and plant associated
with these eirouits is given priority attention. Cases of substandard performance of any of these circuits will bo reported to
D SIGS by deferred message giving a brief description of the fault
and responsibility, ponding implementation of a detailed reporting
and analysis procedure.

selection of protected leased c i r c u i t s with __•&amp; and within the
Canadian Army, and for notifying ENTO, the communications common
c a r r i e r s ( s u p p l i e r s ) , the RCN and RCAF Communications Directorates
and/or the J o i n t Telecommunications Staff, as appropriate,,

CONCEPT OF PROTECTION

I t i s anticipated t h a t the communications common c a r r i e r s
( s u p p l i e r s ) w i l l , i n due course, e s t a b l i s h procedures to maintain
up-to-date information on the s t a t u s and perfomt-nce of protected
leased c i r c u i t s , and w i l l undertake special measures to ensure t h e i r
r e l i a b i l i t y , performance, and prompt restorationo These measures w i l l
include the following:
a,

c i r c u l a t i o n of threatening conditions r e p o r t s within t h e i r
organization, reporting such events as cable pressure system
alarm a c t i v a t i o n , storm or flood warnings, or n o t i f i c a t i o n of
work in progress near a routej

on receipt of threatening condition reports, taking
preparatory action such as checking readiness of
alternate systems and routes, suspending current work
affecting a v a i l a b i l i t y of alternate routes; preparing
and testing patches; and commencing route patrols,
as appropriate;

c.

review and improvement of maintenance procedures for
protected c i r c u i t s , including special inspections;
transmission t e s t s ; special safeguarding measures;
t e s t 6et availability; t e s t jack provision; spare
equipment; written t e s t procedures; employee training;
routine maintenance; and reporting procedures;

d.

provision of alternate routes, including routing on
different structures; pre-arrangement; relaystype
patching; and secondary backup;

e.

review and improvement of circuit design, including use
of best available f a c i l i t i e s ; elimination of unnecessary
t e s t appearances, distribution frame wiring, and old-type
equipment; combining circuit components; use of plug-in
assemblies; and standardization of terminating arrangements;

f.

thorough reporting of performance and analysis of faults t o
determine incidence, cause and required remedial or preventative action; and review by appropriate l e v e l s of
management &lt;&gt;

Similar measures and procedures w i l l be adopted in the CASS t o
ensure that CASS equipment and plant associated with these circuits
meets the highest standards of r e l i a b i l i t y , performance and prompt
restoration, and to monitor the performance of the leased portion of
these c i r c u i t s .

I t w i l l be apparent that considerable expense and effort are
involved in ensuring the readiness, r e l i a b i l i t y , performance and prompt
restoration of protected leased circuits* For t h i s reason, and to avoid
effort being dissipated over an excessive l i s t and thus reducing the
effectiveness of the measures, the l i s t must be s t r i c t l y confined to
c i r c u i t s which meet the definition of a protected leased circuit under
this bulletin.

I t i s anticipated that ENTO w i l l introduce a Restoration Priority
system consisting of three or four categories. Until definitions of
these categories and the speed of restoration to be expected for them
are s e t t l e d the Canadian Army w i l l concentrate upon obtaining the best
possible protection for the Protected Leased Circuits designated under
t h i s bulletin j these w i l l be submitted by D SIGS as ENTO Priority 1„
CONCEPT OF SELECTION

The basis of preparation of the Army Protected Leased Circuit
List i s as follows:

from NoRAD or NORAD Regions, and to disseminate i t t o
PWCs;

c.

CASS teleprinter main c i r c u i t s t o interconnect AHQ, and
peacetime Command and Area HQs for alerting &amp; operational
purposes; and extending to AEHQ and Interim (or final)
REHQ;

d.

a minimum number of voice t i e - l i n e s t o connect AHQ,
Command and Area HQs and Interim (or final) REHQs to
the public long distance telephone system.

ARttY ACTION
13o
Each RC SIGS communication station served by a designated
Protected Leased Circuit w i l l ensure:
a.

that the circuit i s properly identified for the guidance
of a l l RC SIGS personnel concerned;

b,

that the internal and external circuitry i s maintained to
the highest standard;

Co that prompt restoration action i s taken in event of
failure of the c i r c u i t ;
d.

that alternate circuitry and equipment are capable of being
patched to the circui t immediately in event of failure ;

e«

that any failure i s reported to and reviewed by an officer
designated by the Command Signal Officer, CO No 1 Army Sig Sqn,
and the CO Ottawa Wireless Station;

to

that the timings, cause, and action taken are reported in the
form prescribed at Annex A t o t h i s b u l l e t i n ;

go

that transmission t e s t s to the standard given or the circuit
record card are made (daily, weekly?) and after any outage;
and that cases when performance i s sub standard are reported.

14.
D SIGS (SIGS 3) w i l l issue a monthly analysis of the performance
of a l l Protected Leased Circuits covering the following points, on the
basis of reports to be submitted on normal channels:
a.

number of c i r c u i t s on Protected L i s t ;

b.

c i r c u i t s experiencing failures or outages indicating the
number of outages for each;

c.

cases where service was l o s t for more than five minutes,,
stating the length of l o s s of service for each case;
