HYDRA SYSTEM
1.
The other users of the Hydra system are
passing in clear unclassified traffic containing
press releases, public statements and routine
administrative matter. The UK Foreign Office $
see no objection to this.
2.
It is considered that the Chairman Chiefs
of Staff should be Informed of this practice and
should fie so desire, direction be issued to the
Canadian Joint Staffs at Washington, London and
GNMR Paris that this practice be adopted by their
Communication Centres.

2. We can see no objection at all to the
passing of unclassified traffic over the
cable and radio. In fact, as your survey
