The Acting Director of Military Intelligence,
Department of National Defence,
Ottawa.
At the 834th meeting of the Joint Intelligence Committee
on July 19, 1961, you asked me to provide you with a letter
concerning the priority to be accorded to communications
exchanged with the United Kingdom and the United States under
the Tripartite Intelligence Alerts Agreement.
As you are aware, the Canadian Government, with the
approval of the Prime Minister, concluded an agreement in
1957 with the United States and. the United Kingdom which
required the three governments to exchange "automatically and
by the most expeditious means possible" intelligence and
assessments bearing on the likelihood of a Soviet or Soviet
satellite attack on the NATO area. This agreement was subsequently widened in scope in October, 1959, with the approval
of the Prime Minister, to cover any Sino-Soviet military threat
in any part of the world.
Since the agreement calls for the exchange of messages
of intelligence warning with the "maximum of rapidity" and
also involves a constant exchange of information concerning
situations throughout the world which might lead to hostilities
and about which the Canadian Government requires to be forewarned, it is important that we give the traffic concerned the
highest priority.
I have spoken to Mr. Bryce about this question and he
endorses these views. I trust, therefore, that nothing will be
done to accord lesser priority to this traffic than in the past.
