MEMORANDUM HQTS 1250-36 ( S i g s 2A) >) Nov 60 JTC Attn: Lt Col 0M Billings Improvement of Circuit Heliabllity 1* Bell Telephone Co circuit Ho 2QT7k2Q is a duplex eircuit between Ottawa Wireless C3& Station, Leitrirat Ontario and Washington DO (CIA)* It has recently been assigned DTTD Circuit Ho 5065» 2* It is anticipated that the current studies on restoration of line circuits in an emergency will result in the assignment of a high priority to this circuit. The nature of the traffic makes it essential that lost circuit time be the minimum possible and outages exceeding five minutes are significant* 3# fhe reliability of the circuit has never been as high as desired and is progressively deteriorating* fhe most recent incident was an outage from 1210 hrs to 211*6 hrs EST on 15 Nov 60. What is most disturbing is that the Bell Telephone Co could not provide alternate routing during this period. I4..
