The Director, Royal Canadian Corps of Signals, Army H.Q., OTTAWA. Communications With reference to a conversation which took place between Lt. Col. Grant - Lockhart on Thursday September 24, 1959. It was understood from the a/m conversation that the Canadian Army would be agreeable to converting the two tie lines between Comcentre External and Leitrim to 75 W.P.M. operation, and also that the Army would consider duplexing the tie line between the Army H.Q. Comcentre and External Affairs Comcentre to duplex operation at 75 W.P.M, If this is correct we would greatly appreciate these conversions as it would facilitate the operation of the External Affairs Comcentre to a considerable degree. If it is not possible to convert all the circuits to 75 W.P.M. operation it would be of great advantage to us if the tie line Externalp Army H.Q. Comcentre could be duplexed. Reference your letter dated October 1, 1959, regarding conversion of the communication facilities from Comcentre External to Leitrim and the Army Headquarters Comcentre. 2. Tho Comcontre at Leitrim has been instructed to convert their terminal equipment on the two tie lines to Corncentre External to 75 w.p.m. operation at the earliest possible time, and to advise your office directly of the date by which they would be able to commence operation at the now speed. 3. A study of the traffic passed on the tie line betvreen Comcentre External and Army Headiuarters Comcentre shows that the loading is extremely light and does not warrant duplexing the circuit or increasing the speed. Further, the introduction of one terminal operating at 75 w.p.m. into a comcentre operating at 60 w.p.m. appears to have little merit and particularly when the low volume of traffic passed does not warrant increasing capacity. Finally, it would not be possible to provide spare equipment at the higher speed and the reliability of the circuit could not be safeguarded. 4. For these reasons the conversion of the External Army Headquarters Comcentre circuit cannot be agreed at this time.
