Dear Mr. Starnes:
A recent and unexpected decision taken by your
Director of Communications to alter the traffic handling
arrangements between the Canadian Embassy in Washington and
the Ottawa Traffic Centre at Leitrim has caused concern.
As you know this circuit has been in operation at Leitrim
since 1955/and we have considered it to be part of the
HYDRA communication system handling SIGINT and diplomatic
traffic between London, Ottawa and Washington.
Inasmuch
as the Army has a major responsibilitjf in this system and in
particular with the circuits terminating at the Ottawa
raffic Centre, it v/as unfortunate that this change was
not previously discussed with my Director of Signals.
However as soon as this matter was brought to your attention
by my Director of Signals you quickly arranged a meeting so
this question could be fully discussed.
It is my understanding that your main reason for
wanting to change the Ottawa termination is to provide a
direct link between the communication centres in the East
Block and the Canadian Embassy in Washington.
This would
eliminate any delay an the Ottawa - Washington traffic
caused by the present relay through the Ottawa Traffic
Centre.
On the other hand, some 5Q?o of this traffic is ai=B3Q sent
overseas,, and must therefore be sent to the Ottawa Traffic
Centre for transmission to the UK.

Prom our point of view, this change would reduce
our total traffic load by 11$ or 900,000 groups per
month and yet we cannot make a corresponding saving on
personnel and equipment because this is only one of some 30
circuits which are manned 2k hours a day.
The termination
of this circuit at the East Block also introduces a second
relay centre.
Therefore, it appears that looking at this
communication^system as § whole, this change would increase the
costs and yet not greatly increase the efficiency nor flexibility.
A most important aspect of this concerns future
planning.
This is the second time that a unilateral decision
has been taken by your Director of Communications affecting
this Army station. On 1st April 1958 the circuit from the
Ottawa Traffic Centre to the Canadian Consulate General in
New v,ork v/as reterminated to the East Block.

1958, we wrote to your Director contesting the wisdom of
this but to date have received no reply.
As it is impossible
for us to operate this system efficiently unless we participate
fully in decisions affecting it, I should like to know if
\ there are any other plans which may affect the Ottawa
Traffic Centre and also be assured that we will be consulted
on such matters in the future.
As you know, a system such as HYDRA serving as
it does several departments of the governments of the
UK, the US and Canada requires full cooperation from all
concerned.
In the past, your Department and the Army have
worked on excellent terms with each other and I greatly
appreciate the steps you have already taken to settle the
present difficulty and preserve these happy relationships.

Ottawa and the discontinuance of Leitrim as a
terminal point. On re-opening this olrouit in our
East Block Comcentre me with to operate lt at a
speed of 75 W.P.M. instead of th* present 60 W.P.M.
Terminal equipment will be provided by
this office.
Please advise how these olrouit changes
will affect thm rental charges for the olrouit.
