This is further to the. telephone cohtrersations held last Thursday between yourself and
ray Director of Signals. Tour re-arrangement of
circuits at our Leitrim station nou appears to
bo complete, and I would like to take this opportunity of thanking you for your prompt action in
clarifying the situation.

has been doveloped over a period of years into
what I consider to be an efficient organization
for the rapid handling of traffic which is of
.mutual concern to both the Army and your department. Any chango in circuitry, of course, reflecto
bpth in the equipment end manning Of our station.
Consequently, I consider it important that I khou
" what your future plans are in connection with your •
circuits which terminate there. At a meeting held
on 24 September between Lieutenant-Colonel CE Grant
of the Directorate of Signals and your Colonel XTJ
Lockhart, the latter stated that this was the last
change contemplated except possibly for tho addition
of a circuit between the East Block and the Ottawa
Traffic Centre. This assurance satisfies me* .

The Washington circuit which was changed last •,- week came to us as quito a surprise ao it had
not been previously discusaod with my staff.
The advisability of this change is questioned on
the grounds of loss of flexibility and possibly
for economic reasons. In addition, it moans that/
traffic oh the circuit which is addressed, to

London, England, must now be relayed twice in
Ottav/a instead of once* It was stated at Thursday*s.
meeting that one o£ the reasons for switching the
circuit was to Increaoo its speed from 60 to 75 of 100
wpm. This could have been done by the Leitrim
Station had such a request been made*
