Mathews, Esq., British Snbassy, Washington, D.C. ROYAL TOUR - 1959 - COMMUNICATIONS Dear Sir, I refer to your letter W.5196 of 24. Apr 59 to Lt.Col W.E. Grant which has been passed to me. I do not have the minutes of the meeting held at the Ministry of Defence, London on 15 Apr 59 but in the draft Cypher and Telegraph Plan forwarded from London and subsequently concurred with, subject to minor suggestions, by the Canadian authorities the intention was, briefly, as follows. During the periods the Royal Party is embarked, or based, in H.M. Yacht BRITANNIA the Royal Yacht will act as the cypher and telegraph terminal in Canada. Message traffic from the UK will be routed to Halifax by Naval Fixed Service and passed to BRITANNIA on the Halifax Fleet Broadcast unless BRITANNIA is secured alongside and connected to the AFHQ Gemcett by landline teletype. In this case traffic will be routed on from Halifax to AFHQ Comcen via the NDCS and delivered to the Royal Yacht. During the periode when the Royal Party is away from BRITANNIA the AFHQ Comcen, Ottawa will act as the cypher and telegraph terminal in Canada. It is during these periods that the Primary and Alternative Routes to which you refer will be used. With regard t o these routes it is confirmed that there is no direct link between Leitrim and the AFHQ Comcen and that the intention is t o use the link from Leitrim to the Army Message Centre, Ottawa. This Message Centre is immediately adjacent to the AFHQ Comcen and transfer can be effected without difficulty. With regard to the Alternative Route the suggestion made by the Canadian authorities was that traffic should be routed from the London Traffic Office of the Diplomatic Wireless Service by International Telex to No»U Communications Unit, RCAF Rockcliffe and thence to the AFHQ Comcen and vice-versa. These have not been received as yet. It is further understood that these matters will be arranged directly between the responsible authorities in Canada and in the UK for which an official channel of coBmrunication exists. This is the first indication I've had that the circuit from the London Traffic Centre (DWS) to Leitrim (Ottawa Wireless Station) is to be used as the primary route for these communications. Communications during the Queen's Visit to Canada. I have heard from London on the above subject and have been given an outline of the plans for the Queen's visit. The present arrangements are that in the U.K., the Ministry of Defence Cypher Office will handle all telegrams to and from the Royal Party. When the BRITANNIA is afloat, communications will be handled through the Admiralty wireless. When she is berthed, telegrams will be transmitted to and from the R.C.A.F. Communications Centre, Ottawa. I am informed that the Canadian authorities are making arrangements to connect the BRITANNIA with the R.C.A.F. Ottawa by duplex Teletype circuits. The requirement from the U.K. end will be to get their telegrams to the R.C.A.F. Communications Centre in Ottawa. Apparently, you do not have a link between Leitrim and the R.C.A.F. Ottawa. You do, however, I am told, have a link to the Army Message Centre in Ottawa which I believe is adjacent to the R.C.A.F. Communications Centre. At a meeting held in the Ministry of Defence, the following is recorded in the minutess"Telegraph channels between Ministry of Defence Cypher Office and the Royal Canadian Air Force Communications Centre, Ottawa, will be: (a) Primary Route Ministry of Defence Cypher Office to the London Traffic Centre of the Diplomatic Wireless Service over a circuit ' specially provided for this purpose, to Leitrim by Foreign Office channels, and thence to the Royal Canadian Air Force Communications Centre, Ottawa, via Army Message Centre, Ottawa. (b) Alternative Route 'Ministry of Defence Cypher Office to the London Traffic Centre of the Diplomatic Wireless Service as in (a) above, to No. 4 Communications Unit, R.C.A.F., Rockcliffe, to the Royal Canadian Air Force Communications Centre, Ottawa; and vice-versa'." The alternative route in para, (b) was suggested by your authorities in Ottawa who are specifically dealing with the Queen's visit. What is not clear to me is whether you have a link from Leitrim to No. 4 Communications Unit, R.C.A.F., Rockcliffe, and perhaps you will confirm this to me one way or the other. , I have been asked to obtain the necessary routing indicators and/or address groups for transmission to and from R.C.A.F., Ottawa. Perhaps you will be good enough to let me know all details in this connection, -which I can then pass to the Ministry of Defence in respect of these telegrams. /There is ..... All telegrams to and from the Royal Party will be prefixed with the codeword "SPUR". This is to facilitate identification and correct handling of this traffic. The codeword will always appear en clair after the preamble and before the address and text. It should never be encyphered. I am copying this letter to Bill Lockhart of External Affairs in case he is in any way involved in these arrangements. By the same token, the U.K.H.C.'s office may also be involved and I am therefore attaching an extra copy of this letter. I would be grateful if you would let me know if there is any other information you require from me in regard to helping with these details. I will of course come up to Ottawa on a word from you if it will in any way help all our plans. I should perhaps remind you in conclusion, that I am due to go to the U.K. about the middle of May, and therefore if you would like me to come to Ottawa it should be before this date, I think, so that I can advise London fully on any progress made up to that time.
