At the 23rd meeting GSB, it was deelded that the COS should designate an officer to survey the operation of HYDRA and that the results of this study would be passed to the GCOS who would then discuss the matter with the Chairman GSB (see para 23 minutes at ITEM X.) 2. The report was prepared bv D Sigs and forwarded to CCOS on the 18th Dec 5# (see Flag "A") and recommended:(a) The Comcen be relieved of its function of acting as a 'fpost-office* for special mail from CB NRG. The Go-ordinator, Joint Staff has been requested to staff this function as had been agreed. (b) The apparent abuse of precedences be brought to the attention of the originators of traffic addressed to JIR. (c) On-line equipment be provided on the CB NRG-CGOS Comcen cipher link. CB NRG has agreed to provide on-line cipher equipment for both terminals of this link when it becomes available. GommT 3. Action has been taken to implement the recommendations at paras 2(a) and (b) above. L 4* Action to implement the recommendation at para 2(c) is dependent upon the installation of cipher equipment which will not be available until late I960. 5. No further action i s required.
