1.
Progress report on OWS Project E-21-0 with reference to your
HQs 1269-1 (D Sigs) dated 30 July 1957 and HQs 1269-1 dated 17 July 1958.

The Emergency Keying Link O W S / O R L / O S H is being keyed periodically
as instructed and recently test v/ere conducted over a 2h hour period for
seven days to determine the overall availability of the link. Results of
this test were satisfactory, however, the use of proper frequencies, antennae
arrangements at Oshawa, and the use of DES equipment would improve this link
considerably.
3.
During this test the Emergency Keying Link was extended through
to the United Kingdom on a regular transmitter as would be the case in an
Emergency, and the reported reception in UK for a two hour period was 100$.
h.
Single frequency shift keying *jas used throughout this test in
place of amplitude modulated transmission, as previous tests on this link
show frequency shift keying to be m'ore reliable.
5.
To further improve the Emergency Keying system on Hydra may the
following be given your consideration:
(a) The allotment of two frequencies in the 7 megacycle band,
one for use to Oshawa from Orleans, and one for use from Oshawa to Orleans.
(b) The installation at Oshawa of suitable receiving and transmitting antennae to accomodate frequencies in use on this link.
(c) The installation of DES shifter on transmitter at Orleans
and DES convertor for reception at Oshawa, which will provide one engineering
channel and one traffic channel.
(d) It is suggested that if the link is double frequency shift
operated, one channel could become a permanent radio engineering circuit,
security permitting, as the use of this circuit for engineering on a 2U
hour basis would ensure constant availability of the traffic channel in an
emergency.
6.
On request of Capt Chisholm, Sigs 3C, we have been using VEE
as call sign on test tape v/hen testing Orleans to Oshawa, and^ have been
advised that we will be notified of call sign to use when testing from
Orleans through Oshawa to the United Kingdom.
