We have recently Issued instruction to
Canadian National Telegraphs that, effective April 1,
1958, this Department will no longer lease the
duplex teletype circuit in operation between your
Station at Leitrim and our Consulate General in
New York City.
Discontinuance of the lease is being effected
as an economy measure. The present New York traffic
load can be carried quite adequately on our private
Ottawa-New York circuit. Therefore, I should appreciate if you would issue instructions to the
effect that as of April 1, 1958, all traffic passed
through Leitrim addressed to F3E (New York) be relayed to External Affairs for onward transmission.

VJe regret the delay In answering your letter of the 20th
February 195o*
Your announced intention of altering the traffic handling
arrangements bet'ween your Consulate General in Hew York and our
station at Leitrim has caused concern. Inasmuch/ ac the Arsrf is
responsible for the major HYDRA installations and operations, we
are unable to account for this unilateral decision on your part.
Further,,we deem the change unjustified in the light of the following considerations;
(a) Traffic figures for the last eighteen months show
that a rnonthly average of 630,360 groups were
passed over the Leitrim - NT. Consulate circuit.
During that period the monthly total rose to a
peak of over 1,700,000 groups. We question the
capacity of your private circuit to carry this
additional load during the limited working hours
of tho Hew York office. It would have to be
raised to duplex facilities or additional staff
provided for longer hours of operation* In either
case, you would require more equipment In your comraunicatlon centre and additional tie-lines to
Leitrim to handle the relayed traffio. *We, therefore, fall to see how the economy would be achieved.
(b) Moreover, the routia? of all traffic from New York
through your communication centre would, in effect,
create another HYDRA relay centre in Ottawa. This
' would not only be an uneconomical duplication of
effort but would introduce unnecessary delays and
procedural complications into an already complex
system.
It is therefore requested that no action be taken to change
the present arrangement without prior discussion and agreement. In
this connection it is suggested as a more practical alternative and
feasible saving that the press traffic now borne by your private circuit be carried over the New York - Leitrim duplex circuit*

External Affairs has Issued Instructions to CNT
to cease the lease of the duplex circuit on 1
Apr 58 between Leitrim and the Canadian Consulate
General in New York City.
2.
The advisability of this change is now
under discussion with External Affairs and there
is a possibility this change may not be made.
However, we must be prepared to take this into
effect at the last moment.
3.
Will you therefore warn all concerned
that, subject to confirmation, effective 1 Apr
58 all traffic passed through you addressed to F3E
will be relayed, through External Affairs for
onward transmission.
