Subsequent to the final approval of financial arrangements for Sigint and Hydra having been received, I discussed the question of confirming that authority had been granted the. Services to carry the personnel for the Sigint and Hydra projects outside of Service manpower ceilings, with the CGS and DGDR on 9 May 47. They stated that this manpower problem had been discussed at length informally with various Cabinet Ministers including National Defence, Finance, and External Affairs, and that during these discussions agreement had been reached that the manpower involved was.definitely to.be carried outside of the Service ceilings. Both the CGS and DGDR were quite definitefyof the opinion that there was no necessity to request confirmation of this fact.
