SECRET * C H I E F OF T H E OF - CHIEF OF THE GENERAL STAFF Reference is made to memorandum CSC 7-8 of 6th December, 1946, prepared b y you on behalf of the Chiefs of Staff Committee and the Under-Secretary of State for External Affairs. 2. - Appendix "A", paragraph I I , to the above i \ws>«** memorandum sets out the personnel requirements. ] <£A«.- 3. The Army and RCAF personnel figures include ^Q.«^ operating and administrative personnel, whereas the *\A >-i RCN figure shows operating personnel only. 4. A Minute of the Chiefs of Staff Committee Meeting held on 15th March, 1946, explains in its' paragraph two the requirement for operators n ...... ..exclusive of administrative personnel". 5. The administrative personnel required b y the Navy above its present manpower ceiling is thirty. 6. It is requested that Appendix "A"i I I , to CSC 7-8 of 6th December, 1946, be corrected to read: II. PERSONNEL Navy - 5 Officers 210 Ratings Army - 5 Officers 250 Other Ranks Air Force _ 1 Officer 144 Other Ranks 7. No written approval of the memorandum quoted appears to have been received from the Minister of National Defence. Without that approval it would seem impossible to enrol the additional personnel aboveceiling.
