Reference is made to memorandum CSC 7-8 of
6th December, 1946, prepared b y you on behalf of the
Chiefs of Staff Committee and the Under-Secretary of
State for External Affairs.

memorandum sets out the personnel requirements.

operating and administrative personnel, whereas the

RCN figure shows operating personnel only.

A Minute of the Chiefs of Staff Committee
Meeting held on 15th March, 1946, explains in its'
paragraph two the requirement for operators n ......
..exclusive of administrative personnel".

The administrative personnel required b y
the Navy above its present manpower ceiling is thirty.
6.
It is requested that Appendix "A"i I I , to
CSC 7-8 of 6th December, 1946, be corrected to read:

appears to have been received from the Minister of
National Defence. Without that approval it would seem
