Wishart With reference to our telephone conversation ^j\S"&S"this morning and previous correspondence, your letter of the 24th ultimo HQS 7428 FD2(Sigs 2) and our reply of the 5th instant, I would confirm that the frequency 8145 kc/s has been reserved for the Toronto to United Kingdom circuit vice 8265 kc/s. The United Kingdom agreed to 8145 kc/s without restriction and the United States made the following comment:"8145 kc/s - Agreed, noting that this frequency was proposed for the United Kingdom-Ottawa service, and subject to causing no interference to Navy circuit San Juan to Washington on the frequency 8150 kc/s. It is noted that 8150 kc/s is also used in a commercial circuit from Berlin to New York and that 8140 kc/s is used by Civil Aeronautics Administration at Sayville, New York, for communications to North Atlantic airways stations." In the circumstances the assignment of 8145 ,kc/s is subject to change should interference be caused to the U.S. Navy Department circuit San Juan to Washington on 8150 kc/s. With regard to the 17 mc/s frequencies pre- • viously under consideration for Toronto all have been objected to and before making a further review of this portion of the spectrum we will await-the results of your investigation of the feasibility of the frequency range of the transmitter involved being increased at the high end. For your information we consider that there is a better chance at the present time of obtaining agreement on a frequency in the Fixed Service band, 17850 - 21450 kc/s.
