Dear
With reference to the question of Hydra,
it is desired to confirm arrangements made up to
the present.
Equipment. The 100 KW transmitter has
been ordered and" Is being supplied, A few minor
items could not be supplied this fiscal year, but
they will be delivered in ample time.
Personnel. The duties and qualifications of the civilians employed have been examined
by the Director of Civil Personnel and the Civil
Service Commission who established rates of pay.
The individuals concerned have stated that they are
satisfied with the rates. I intend, to send an
officer down to the station In the next few days.
He v/ill be available there during the hand-over,
Traffic. It is understood that the
following traffic will be handled ;Ln the first instances(a)

That which is received in England
from Canada will be for delivery to
(i) The OfficeNof the Canadian High
Commissioner,
(ii) The Dominions Office,
(iii) The United Kingdom Foreign Office,
both Diplomatic and Special.

(b)

That which is received In Canada
from England will be for delivery to
" (i) Department of External Affairs,
(ii) Communications Branch, national
Research Council,
(iii) United Kingdom High Commissioner,
(iv) British Embassy, Washington,
(v) British Foreign Office establishments in New York via British
Passport Control Office, New York,

(c)
It is further understood that, during
, the coming summer, it Is anticipated that
sufficient traffic will be available to load
the circuit. This depends, of course, on
Rockex becoming available in the United
States.

Now that the question of funds for the
operation of the station has been settled, it is
possible to confirm that the Army can assume responsibility for the Oshawa station effective 1 Apr 47.
