Reference the transfer of Hydra to Canadian
Government ownership.
1.
Responsibility for the operation of this wireless
station Is being assumed by the Canadian Government on
1 Apr 47. The transfer was arranged on the understanding
that the station will be operated by the Canadian Army
using the existing civilian employees who will be
gradually replaced by Army personnel.
2.
It is therefore requested that special authority
be granted to employ the present staff as Civil Servants,
until It is possible to replace them with trained Army
personnel. There are no Service personnel available for
this commitment at the present time.
3.
The existing employees have indicated their
willingness to continue serving as Civil Servants providing
they continue to receive their present salaries. In some
cases the salaries now being paid by the British Government
are higher than Civil Service rates* It is strongly
recommended that these higher rates of pay be authorized
for the following reasonsi(a) The present staff is considerably reduced
in size from the war-time staff and the
more highly qualified personnel have been
retained.
(b) Their duties are highly specialized and in
many cases It would not be possible to
obtain suitable replacements.

(c) It would be unwise to change the staff
before Army personnel have become familiar .
with the equipment and the operation of the
station.
(d) Information passing through the station is
of a TOP SECRET nature, hones all employees
must be Indoctrinated before assuming
duties.
(e)

It is not a permanent commitment as all
civilians will be gradually replaced by
Army personnel.

Owing to the high degree of secrecy attached to this project,
knowledge of which must be confined to as few persons as
possible, it is recommended that necessary details be
arranged, if possible, with officials now familiar with
the transaction.

Attached at Appendix."A" is a copy of a letter
from Colonel Bayly to Mr. Crean, listing present employees

along with their salaries and duties. The name of
Mrs. Margaret Klem, teletype operator, has subsequently
been added to this list by Col Bayly. Salary In this
case was not stated.
