Ottawa, January 31st, 1947,
MEMORANDUM FOR FILE:
At a meeting of the Secretary of State for External
Affairs, the Minister of National Defence and the Minister of
Finance, with the Chief of the General Staff, the Under-Secretary
of State for External Affairs and myaelf, on January 31st, it was
agreed that National Defence should proceed v/ith the purchase of ^
the available 100 kw Transmitter for Hydra^ referred to in the
attached memorandum of the C.G.S. totheMinister; the cost to be defrayed from National Defence appropriations for the current
fiscal year; anu application for appropriate authorization to this
end to be made to Treasury Board forthwith.
It was also agreed that the Under-Secretary of State
for External Affairs, in consultation v/ith the Services and other
civilian departments having need for external communications should
prepare and submit to Mr. St. Laurent a report upon external
government communications requirements v/ith a view to the handling
of all government traffic to the United Kingdom through the new
facilities to be available upon the purchase of the above equipment,
I agreed that Mr. Gill, v/ith Mr. Crean, should communicate with Brigadier Wrinch with a view to preparing the necessary
dat^J upon which Mr. Pearson should have prepared a report upon the
government communications in relation to improved Hydra facilities.
Reference was made also the the means of providing in
the estimates for the next fiscal year for the capital and operating
costs involved in the Sigint programme. It was agreed that this
be gone into by the Under-Secretary of State for External Affairs
in consultation with the President of the National Research Council
and Chiefs of Staff. To date no adequate provision has been made
for these costs in National Defence estimates.
