This submission seeks approval for the purchase of
a^General Electric 100 kw Transmitter for installation at the Canadian terminal of Hydra.

The cost of this transmitter f.o.b. Syracuse,
New York, complete with valves, crystals, maintenance
spares, transmitter console, and installation material
is #215,895.00. It can be delivered thirty days after
the receipt of our order by General Electric in the
United States. An option is held on the transmitter "
until February 7th and it must therefore be ordered
before that time if we are to be certain of delivery
this fiscal year.

It is understood from Associate Deputy Minister
(R) that funds are available for the purchase of this
transmitter this fiscal year.

As you know, the Hydra link will carry a large
volume of most important traffic. Arrangements are
being made to step up the capacity of the link to some
400,000 words each way daily as soon as possible. The
provision of the above transmitter is essential to
this programme.

The English end of this circuit will consist of
two similar transmitters which have been in use for
some time and have proved to be eminently satisfactory.

With the purchase of this new transmitter this
communication system will be able to handle all Sigint
traffic and traffic for all government departments.
The Under-Secretary of State for External Affairs
concurs in this recommendation.

It is recommended, therefore, that authority be
granted for the immediate purchase of this transmitter.
