Discussions between Col. E.F. (a) The purchase of a 100 kw transmitter for the Oshawa terminal. (b) The line facilities from Oshawa for distribution of traffic on this side of the Atlantic. (c) The authorization of a channel of communications for the general management of the Hydra circuit. — BRIGADIER D.C.G.S..(B) ^28 JAN 194, PURCHASE OF WIRELESS EQUIPMENT 2. It is recommended that a General Electric 100 kw Transmitter be purchased for installation at the Canadian terminal. The prices f.o.b Syracuse, New York, are: (a) General Electric 100 kw Transmitter complete with two sets of tubes and six crystals $ 184,475*00 (b) Installation material 10,975.00 6,500.00 (c) Transmitter console (d) Comprehensive group spare parts TOTAL 11.945.00 $ 213,895-00 The above prices are firm for 30 days from 24 Jan 47. We have an option on this transmitter until 7 Feb 47.. Unless the option is taken up before this latter date, the transmitter may be sold to another customer. Delivery is 30 days after receipt of order. It can therefore be delivered before the end of the current fiscal year. It is understood from Associate Deputy Minister (R) that funds are available in the 1946-47 allotment. 3It is recommended that the above transmitter be purchased because: (a) The UK terminal is equipped with similar transmitters which have proven very satisfactory. (b) There is an immediate requirement of approximately 150,000 groups each way daily. (d) It is the English view that 40 kw output is neeessary to supply reliable service "handling the 400,000 groups each way daily. (e) There is not a great difference in cost between a 40 or 50 kw transmitter and the 100 kw transmitter recommended above. (Further, there is not a great deal of difference in the communications available from either of these two classes of transmitters.) However, running the 100 kw transmitter well below rated output will mean long valve life and small chances of breakdown. I IT (f) The UK will provide multiplexing equipment I free of charge for the circuit. |*^ (g) With the capacity of 400,000 groups available, it should be possible to arrange that present Army~"trarrle to and from UK can bet "tiandi^d via this circuit. TRAFFIC DISTRIBUTION FACILITIES 4. On this side of the Atlantic, traffic to and from Hydra will have to be distributed as under: (a) Via Ottawa (i) All SIGINT traffic. This involves two duplex teleprinter circuits OshawaOttawa and two similar circuits OttawaWashington. The Ottawa terminals will be in the Communications Branch, National Research Council and the Washington terminals at Arlington Hall. (ii) Department of External Affairs. (iii) United Kingdom High Commissioner. (b) To U.S.A. (i)) British Embassy, Washington. (ii) British Passport Control Office, New York City. 5. (a) $ 673.00 910.00 1065.00 With regard to these costs, Canada has stated its willingness to assume the operation of the Hydra project. It seems logical, therefore, that we should bear all costs Involved by (1) the handling of SIGINT traffic and (ii) the handling of Canadian traffic. It is understood that the UK authorities are quite prepared to bear the expenses involved in their own diplomatic traffic. On the basis of costs estimated in para 5» this would mean Canada assuming responsibility for the costs in sub-paras 5(a) and 5(b) while the British would assume the costs involved in sub-para -5(c). The split would then be Canadian r e s p o n s i b i l i t y $ 4979.00 per month British responsibility $ 2648.00 per month \\&>^\ The alternative to the.split given immediately above would appear to be that Canada bear the whole cost pf teleprinter circuits, i.e., $7627-00 per month. There will be a fairly considerable amount of liaison required between Canada and England in the management of this communication link. This will be particularly true in the first few months of its operation. Authority is requested, therefore, for a direct channel of communications on the general management and technical policy of the Hydra circuit between_Director,_Royal Canadian Corps of Signals, Canadian Army_Headquarters, and Dlrector_of Special Communications ,'*England- This channel of communications is also 'favoured by Director, Special Communications. 8. Forwarded herewith is a memorandum to the Minister regarding the purchase of the General Electric 100 kw Transmitter for signature if it is approved.
