HYDRA

PROJECT

NOTE OF ARRANGEMENTS BETWEEN THE DIRECTORATE ROYAL CANADIAN CORPS OF SIGNALS, CANADIAN ARMY,
AND THE DIRECTORATE OF SPECIAL COMMUNICATIONS,
GREAT BRITAIN. .

REQUIREMENT
(a)

It is required to instal a Radio Communication link

between the United Kingdom and the Dominion of Canada to
carry certain Special Government and Diplomatic traffic,
amounting immediately to about 150,000 groups each way
daily.

This figure may be exceeded, and to provide a

suitable safety margin, the system should be designed to
be capable of expansion up to 400,000 groups daily in case
of necessity.
(b)

The traffic received in England from Canada will

require to be delivered in the first instance to the

following addresses:(i)
(ii)

The Office of the Canadian High Commissioner.
The Dominions Office.

(iii) The- United- Kingdom Foreign Office - Diplomatic.
(iv)

The United Kingdom Foreign Office - Special.

The traffic received in Canada from England will
require to be delivered to the following addresses:(v)

The Department of External Affairs, Ottawa.

(vi) Communications Branch, National Research Council.
(vii) The United Kingdom High Commissioner, Ottawa.
(viii)

The British Embassy in Washington.

(ix) The British Foreign Office establishments in
Nev/ York via a small switching centre in the
Passport Control Office.
(c)

A hundred thousand groups daily will be addressed

respectively to (iv) the Foreign Office - Special, and
(vi) Communications Branch, National Research Council, the
remainder of the groupage being distributed among the other

The traffic, in each of these latter cases,

is not likely to exceed the capacity of a single Duplex
Teletypewriter line in each instance.
ACTION PROPOSED
(a)

The existing Wireless Station at Oshawa will be handed

over to the Canadian Government to be developed for this
expanded purpose. The Canadian authorities will take over
responsibility for the operation of this station on
April 1st, 1947, and "Special Communications" will take
over from the Air Ministry in England on the same date.
Until the conversion of the Oshawa station is completed,
traffic will continue to be carried, without a break,
in two unit code as it is at present.

The minimum

requirement is considered to be 10,000 groups daily each
way during the interim conversion period but efforts will
be made to exceed this figure by as much as possible with
the facilities available.
(b)

As soon as the necessary conversion can be carried

out, it is intended to use five unit teletypewriter code
throughout, with an eight way, time division multiplex
system with frequency shift keying.

Application for further frequencies that will be required
will have to be put through the usual channels but, when
an application is sent from Canada to London, it should be
marked "Refer to Brigadier Gambier Parry" and, similarly,

- 3when a request, if from London to Canada, it will be marked
"Refer to Director - Royal Canadian Corps of Signals,
Canadian Army".
(d)

In England it is proposed to use the Main receiving

station of the Diplomatic Wireless Service at Hanslope,
near Bletchley, Bucks, to carry the Service. Two RCA
Diversity Receivers are allocated for this purpose, and the
necessary line facilities are available to carry the output
to a traffic centre in London, where it will be taped,
monitored and distributed over short spurs to the various
addresses.

Control of the English end of the circuit will

take place at this Traffic Centre.
The transmitting station in England is at Crowborough
in Sussex, where two transmitters, capable of radiating up
to 100 KW each, are available.

It is not proposed actually

to use power in excess of 40 KW which, in the English view,
is necessary for the Service.
It will be noted that facilities are available in
England to operate two carriers if this should turn out to
be convenient or necessary.
LINES
It was originally suggested that the two governments
concerned should each provide the lines and similar
facilities on their respective sides of the Atlantic.
This suggestion was made, however, before the requirements
could be clearly foreseen, and the question of where the
expense should fall in the case of each line must be
reviewed when detailed costs and incidences are available.
Apart from the question of costs, all lines required in
England will be arranged by DSC and all lines in Canada
by D of S, Canadian Army.

Lines between United Kingdom

agencies in the United States and Canada will be arranged
by Director - Royal Canadian Corps of Signals, Canadian Army
in liaison with Captain H.L. Rowland of British Passport

Control Office, New York, who will, in general, act as
local Liaison between the United Kingdom authorities
and the Canadian Army in this connection.

Lines required

between Oshawa and (vi) Communications Branch, National
Research Council, will be discussed with the Director,
Communications Branch, National Research Council.

GENERAL
Any points regarding the general management or
technical policy of the "Hydra" circuit, which may arise,
will be the subject of direct discussion between the
D of S, Canadian Army and the Director, Special
Communications, England.
