In accordance with t h e announcement.made by
the USA Secretary, of Defence at the Ottawa NATO'meeting,
the USA has tabled a new draft agreement for co-operation
regarding atomic information t o supersede the agreement
approved i n 195. CM(55)J1»

2.
The SATO Council has approved the establishment
of an open-ended Working Group of experts t o study t h i s
draft agreement and the Working Group i t s e l f w i l l be
separated into Security and l e g a l sub^gro«{wsJ_The
Working Group i s expected to meet (611 September^ most
countries are expected to send le'gfe_r-aner security experts
and a large USA team w i l l be on hand" *""

The main purpose of t h i s USA i n i t i a t i v e i s

to share with our a l l i e s in NATO, t o the f u l l extent
that United States law wil l permit, a l l the information
on employment of atomic xseapons for mutual defence purposes t h a t i s v i t a l t o the m i l i t a r y plans of the Alliance
and to the p o l i t i c a l and s t r a t e g i c concensus upon which
our m i l i t a r y capacity depends". One of t h e main differences
between t h i s new draft and th© former agreement i s the
intention t o give the NATO Secretary-General s u b s t a n t i al
new r e s p o n s i b i l i t i e s in the security f i e l d ,

draft and prepare substantive comments on i t for use of
the Canadian representatives on t h e Working Group, We
IXwould also wish t o have your views'as t o whether l e g a l
and s e c u r i t y e x p e r t s s h o u l d represent Cansds-orr-the-4fork_ng
Group or~w£iet]_er i t will be-pessible for the Relegation
to cope on the basis of regular i n s t r u c t i o n s from Ottawa.
