NATO SECRET

Dear Colleague:
In view of the Council's interest in the status of the exchange
of atomic information between the United States and some of our
NATO partners, as reflected i n the Annex to CM(60}3, I am
circulating the following brief status report. You will recal l that
at the December Ministerial meetings General Norstad referred
to the atomic information exchange agreements which the United
States had concluded with various governments and that he asked
the United States Delegation to look into the possibility of speeding
up the exchange of information under these a g r e e m e n t s .
Shortly after the December Ministerial meetings the United
States Government concluded, in the case of Germany and the
Netherlands, the actions which we are required by law to fake
before we can actually pass atomic information,, I am informed
that the initial information needed to train the designated NATO
forces of Germany and the Netherlands in nuclear weapons has
already been sent to them. I have a l s o been assure d that efforts
are being made to complete as quickly as posaible the n e c e s s a r y
administrative actions with respect to Greece and Turkey*
