Proposed New NATO Agreement for the Exchange of Atomic Information

-Reference is made to your memorandum of 7 May 1959,V
attaching a copy of aide memoire of 29 April from the U.S.
Embassy in which the U.S. now propose negotiations for a new
agreement for the exchange of atomic information with the member
countries of NATO which would take advantage of the expanding
provisions of the U.S. Legislation under the Atomic Energy Act
of 1954 which was passed by Congress in 195#.

We agree with your proposal as stated in paragraph 2
of your memorandum that you inform the U.S. that in concert with
other members of NATO we would be happy to cooperate in arriving
at a new multilateral NATO agreement and that negotiations could
take place at the NATO Headquarters in Paris. However, we would
point out that we will be required to make bilateral agreements
with SACEUR, SACLAHT and NORAD in their capacity as U.S. Commanding Officers as USCINCEUR, CINCLANT and CINCONAD for the provision
of custody and control of nuclear warheads for future atomic
weapon systems contemplated for use by our Canadian Forces and
which will be consistent with the NATO Atomic Stockpile Concept.
Therefore, it will be necessary to ensure that the proposed new
NATO multilateral agreement will not jeopardize any of these
bilateral agreements we will be making in the future;.
