We regret that we had not directed your attentlon^g
to the document reporting the actual signature of the
agreement. You will note., for example, that in paragraphs '
17 and 18 of C-R(55)26 the decision was recorded that the
signature would take place on June 22, while the fact of
signature was reported in paragraph .6 of C-R(55)27.

As for the question of notification, the relevant
article in the agreement require, that notification be
!
given "to the United States by all parties to the North
Atlantic Treaty that they are bound by the terms of the
Agreement". V/e have always assumed that our notification
.should be delivered in Washington through the Canadian .
Ambassadorj and we still believe that that is the most
'
appropriate course. Indeed in your telegram No. 170 of
February 11, you told us that Cabinet had approved, inter
alia, the recommendation "that, after the signature of 'the
agreement'on behalf bf Canada, the Canadian Ambassador
in Washington be authorized to inform the United States
Government that the Canadian Government considers itself
to be bound by the agreement". If the recommendation was
in fact accepted in that form, and a corresponding orderin-council Issued, it would scarcely seem appropriate, for
us to transmit the official notification here to the
United States permanent representative. On the other hand,:
we believe that it would be courteous if we were to send
to the United States permament representative here for
information a copy of whatever note might be delivered ,to Tthe United States Government by our Embassy in Washington.

If you agree that the course we suggest is approp-- I.
riate, you will no doubt wish to issue the necessary instructions to the embassy in Washington, We should be grateful in due course to receive the text of the note as
delivered in order that we may pass it on to the United
