We recently received from Earnscliffe a
United Kingdom redraft of the draft paper on Tripartite collaboration in the field of atomic energy,,
which was sent to Earnscliffe by the Commonwealth
Relations Office under cover of a letter dated
March 25, 1955. A copy of the letter together with
the redraft and a list of the major amendments is
attached,

After considering the CEO letter and the
U.K. redraft, we have a number of comments to add
to those in our letter under reference*

In the first place, paragraph 3 of the
CRO letter contains a suggestion that the history
should be brought up to date. We think that before this suggestion is adopted it should be given
careful consideration. There must be a cut-off
date at some time; otherwise the history may end
up as a recital of the individual achievements of
each country* In our view it would be better for
the moment to end, as now, with the co-operation
under the modus vivendi. at least until we see
what comes out of the rather confused situation
brought about by the new U.S. Atomic Energy Act.
However, if it is agreed that the history should
be brought up to date, we would prepare a separate
contribution outlining what has happened in Canada.

Secondly, it is suggested - also in paragraph 3 of the CEO letter - that the paper should
be published only if strong public demand arose.
Our letter under referenoe states that the Canadian
Government is in favour of publication but does not
insist upon it* However, bearing in mind the time
that has elapsed since the inception of the wartime
collaboration and recent developments sueh as the
proposed International Agency and International
Conference, we now.thinkftthat the proposed history
would have little interest in published form, except as a historical document. A large part of the

history has already been made public (although not in
a single document), and there would seem to be no point
in stirring up old controversies between the U.S. and
the U.K. We are therefore inclined to accept the United
Kingdom View.

Thirdly, we agree with all the changes in the
United Kingdom redraft, except for one or two points
noted in the next paragraph.

in considering the United Kingdom redraft you
may be assisted by the following list of points at
which the Canadian suggestions for amendments in our
letter under reference overlap with those of the United
Kingdom:
(a) Our (1) and (2) - These are eliminated by the
suggestion that paragraphs 1-4 of the draft
be deleted (see NO. 2 in the United Kingdom
list of major amendments).
(b) Our {4} - We prefer our version but do not
think the United Kingdom version is sufficiently different to warrant serious objections.
(c) Our (12} - This Is eliminated In the united
Kingdom version, in their version the reference on page 10, line 3, should be to the
Canadian Minister of Reconstruction.
(d) our (13) - The United Kingdom version is acceptable.
(e)

_ur (14) - The following wording combines our
amendment and that of the united Kingdom:
"president Truman, Mr* Attlee (then prime
Minister) and Prime Minister King met in
November 1945, and a public declaration was
released on November 15, signed oy all three,
stating . . . "

(f) our (15) - The United Kingdom version is
acceptable.
(g) Our (16) - This sentence presents difficulties
for both us and the United Kingdom (see paragraph 2 of our letter under reference). We
would agree to its omission as suggested in
No* 9 of the United Kingdom list of major
amendments.
(h)

Our (17) - This is eliminated in the United
Kingdom version.

(i) our (20) - Se© No. 12 in the United Kingdom
list of major amendments. The United Kingdom
version is acceptable although we think ours
Is equally good.
(j) Our (21) - The United Kingdom want this sentence deleted (see No. 13 in their list of

major amendments). We agree since the sentence
does not add any background information and
might be embarrassing to the United Kingdom.
(k) Our (22) - The United Kingdom want the appendioes omitted; for their reasons, see No. 1
in their list of major amendments. We are in
agreement with this proposal.

the appropriate United states authorities. Tou may If
you wish discuss them first with the United Kingdom
Embassy.
