My reasons for recommending this somewhat unusual course were as follows. 2. You will recall that the United States law requires that the Agreement lie before the Joint Congressional Committee on Atomic Energy for thirty days before signature. It had also been agreed that the text would be released simultaneously in all the NATO countries on Wednesday, April 13. Some NATO Governments considered that they could not sign the Agreement without prior approval of their parliaments. 3. We thus faced the prospect that an Agreement which might arouse considerable interest among the Press and public would have been discussed in the newspapers both here and abroad, would have been under discussion in the Congress and in other NATO legislatures, and would have been available to those Members of Parliament who are- on our NATO distribution list — all without your having informed the House itself of the existence of the document.
