The UNITED KINGDOM REPRESENTATIVE agreed with the view expressed by the French Representative,, and. suggested that the position with regard to the powers needed for signature not only of this particular agreement,, but of other agreements "of t-h'e s'ame kind, should be clarified; since it seemed clear to hittTthat Permanent Representatives were not all automatically empowered to.sign such documents. 17.
