15. The».PRENCH REPRESENTATIVE, referring to the discussion •
on the procedure Tor signing the Agreement between the Parties
to the. North Atlantic, Treaty for Co-operation regarding At.omlo
Information..at the last meeting of the Council, thought that
the wording of .the conclusion recorded in paragraph 21 (5) '(h)
"that no special powers would be required of&lt;'Permanent
Representatives for the act of signature" was rather too categoricalIt was surely for each member government to decide" what powers
its representatives needed to sign an agreement of this kind.
16. The UNITED KINGDOM REPRESENTATIVE agreed with the view
expressed by the French Representative,, and. suggested that the
position with regard to the powers needed for signature not only
of this particular agreement,, but of other agreements "of t-h'e s'ame
kind, should be clarified; since it seemed clear to hittTthat
Permanent Representatives were not all automatically empowered
to.sign such documents.
